Terms of Reference | Lesotho: Data collection firm for a Survey of Youth-s Aspirations
A. BACKGROUND
As captured by the recent National Youth Policy 2017-2030, “Basotho Youths are the Kingdom`s most valuable asset”. Youth aged 15-35 represent 61 percent of the working-age population. Historically, they are the largest cohorts of youth the country has ever had, and the ones that have reached the highest level of education. Leveraging their human and economic potential is imperative for Lesotho-s current and future growth prospects.
Yet, unemployment, inactivity, and poverty mark young Basotho deeply. Despite low participation rates, youth are disproportionally affected by unemployment (43 percent among youth against 28 percent among the overall workforce). According to international Labour Organization (ILO) estimates, youth unemployment in Lesotho is among the highest in the world, and three times higher than the average rate observed in other lower-middle-income countries. Lack of productive employment results in high vulnerability to poverty, with approximately half of the youth living below the poverty line. The employment challenge is more severe among Basotho youths living in rural areas, those with low levels of education, and young women. The ongoing COVID19 pandemic is likely to further exacerbate some of the challenges faced by Basotho youth, as businesses shut down, demand for goods and services drops, and schools and education facilities close.
Direct constraints to youth employment include low job growth (a weak formal private sector, and a public sector still accounting for a significant share of employment); skills mismatch (between the skills pursued by youth and those demanded by employers); and access to finance and quality business services (for youth willing to become entrepreneurs). All these barriers are reinforced by information constraints and social norms. For example, most graduates choose the field of study based on the aspiration of finding a public sector job related to social studies. However, most jobs are created by the private sector in manufacturing and services. The Government of Lesotho is prioritizing support to private sector development in agriculture, manufacturing, tourism and innovation technology - yet very few youths pursue a career in these sectors. Entrepreneurship aspirations among youth are constrained by lack of knowledge on how to run a successful business and where to find financing opportunities. Social norms also play an important role, for example by limiting cross-over of women to productive, male-dominated sectors (as information technology or construction) and hindering the creation of an entrepreneurial mindset especially among rural youth.
Empirical evidence confirms that success in education and labour market depends on socio-emotional skills (or “life skills”) such as attitudes towards learning and one-s ability and intelligence, as well as about the malleability of the skills needed to succeed. Marginalized groups such as women and youth are particularly affected by societal and own beliefs about their ability, capacity, and future opportunities, among others.
In this context, the World Bank aims to support local stakeholders from the public and private sector interested in setting up solutions to help youth play a leading role in the post-COVID19 recovery. The recently launched Jobs Platform, comprising representatives from the Government of Lesotho, private sector, NGOs and CSOs, and development partners, offers a promising channel to create valuable partnerships and define collaborative strategies to support Basotho youth. Conscious of the role played by aspirations in determining youth-s likelihood of success in the labour market, particularly after the economic, social and psychological stress induced by the COVID19 pandemic, the Lesotho Jobs Platform identified “Changing mindsets and aspirations” as one of the priority areas to support in the post-COVID19 recovery and boost job creation and employability in the country.
As an immediate, first action the Platform has suggested to survey young Basotho-s to understand their aspirations, socio-emotional skills and “internal” or psychological constraints. The survey is intended to capture data on young Basotho`s preferences and aspirations in terms of career choices, and the internal constraints to productive employment or self-employment. It investigates on the information available to them (and unmet information needs), personal beliefs and social norms that determine such aspirations. The survey will target youth aged 18-35 and will be representative of both urban and rural areas. The survey will be implemented physically with ultimate respect for the rules and regulations regarding the spread of COVID19 in Lesotho.
B. OBJECTIVE AND SCOPE OF WORK
The World Bank is looking for a Consultant (firm or consortium) to assist with data collection in the context of a Survey of Youth-s Aspirations in Lesotho. The survey is intended to capture data on young Basotho`s preferences and aspirations in terms of career choices, and the internal constraints to productive employment. It investigates on the information available to them (and unmet information needs), personal beliefs and social norms that determine such aspirations. The survey will target youth aged 18-35 and will be representative of both urban and rural areas. The final sample size is estimated to include approximately 1, 000-1, 200 youth. The survey will be implemented in person (computer-assisted personal interviewing, CAPI) with ultimate respect for the rules and regulations regarding the spread of COVID19 in Lesotho.
The selected Consultant is expected to successfully implement all aspects of data collection of a survey from Preparation, to Implementation/Data Collection, and
