Tenders are invited for Khukhune Substation Upgrade.

The Government of Lesotho has received financing from the African Development Fund herein after calledthe Bank towards the cost of the Urban Distribution Rehabilitation and Transmission Expansion Project and intends to apply part of the proceeds towards payments under the Contract for the Khukhune Substation Upgrade. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank-s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2. The Lesotho Electricity Company (LEC) now invites sealed Bids from eligible Bidders for the supply of and/or execution of the Upgrade of the Khukhune 88/33 kV substation by adding 2x30 MVA transformers, construction of 6km of 132 kV transmission line from the Muela Hydropower Station to link the 88 kV transmission line from South Africa at the substation. This assignment should be conducted over a period of twelve (12) months.

3. Bidding will be conducted through the Open Competitive Bidding (International), OCBI procedures as specified in the Bank-s Procurement Framework for Bank Group funded Operations dated October 2015, IFB and is open to all eligible Bidders as defined in the Procurement Framework.

6. A Pre-Bid meeting shall take place on 10th August, 2023 at LEC Training Centre, Lesotho Electricity Company (Pty) Ltd, 53 Moshoeshoe road, Industrial area, Maseru 100, Lesotho and will be followed by a site visit conducted by the Employer on 11th August, 2023.

7. Requests for clarification should be received by the Employer no later than: 21 days prior to the deadline for submission of bids.
