Solar PV is becoming morepopular in Kazakhstan, nevertheless there remains no national program tosupport rooftop PV—no access to the best available solar resource data, limiteddata on the actual costs and revenue streams from such systems, no analysis onthe cost impacts to the ratepayers, nor assessment of the market potential, nothing on the preferred business models to support them, no streamlinedprocedures for such systems and no dedicate financing schemes. On the demand side, sectorswith the highest potential to benefit from rooftop solar energy—namelyresidential and commercial services—account for approximately 43% ofelectricity consumption, according to the 2021 Kazakhstan Energy Profile by theEIA. In 2022, small and medium-sized enterprises (SMEs), which arepredominantly found in the commercial sector, employed 45.8% of the totalworkforce and contributed 36.5% to the country's GDP. The total energy demandof buildings is expected to increase even further due to the urbanization processand population growth. In addition to traditional energy generationtechnologies, renewable energy generation systems—in particular rooftopphotovoltaic (PV) systems—have the potential to meet the increasing energydemand of buildings. The production capabilities of rooftop PV systems canreduce the need for electrical grids and improve network efficiency by reducingdistribution losses. Thus, there is a need to assess the market potential andeconomic viability of a broad rooftop PV program and identify additionalmeasures the government would need to put in place to realize this vastpotential on a sustainable basis.The objective of the assignment is to undertake a preliminary marketassessment rooftop solar photovoltaic (PV) in Kazakhstan focusing on priority marketsin the small- and medium-enterprise (SME) sector.
