TheWorld Bank invites proposals from a firm to lead component 4 of the study: Assessmentof potential for private sector financing (see Table 1) and analyze the feasibility forprivate financing and employer support to expand and improve the quality ofchildcare provision in a sub-set of 5-7 countries participating in the study. Under the supervision of the World BankGlobal Study team and in close collaboration with World Bank country teams, thefirm will analyze data which will be collected separately for the study throughsupply-side assessments; lead the collection of additional supplemental data, insights and perspectives (e.g. from financial institutions and employers); andproduce analysis and insights highlighting the opportunities for privatefinancing to feed into the country reports and the main global report for thestudy. Objectivesof this contract: Assessments conducted by the firm will: 1. Estimate the size of thepotential market for childcare finance and current financing gap for childcareproviders within the targeted countries (based on data collected through thedemand and supply side assessments).2. Segment the current marketfor childcare providers (including size, demographics and locations served, business models) to understand where financial loan products may/may not be viable.3. Identify and assess thefeasibility of potential loan products from financial institutions (Fis) thatcould support: (i) New providers to open quality childcare provision; and (ii) Existingchildcare providers to expand their provision and/or improve the quality ofprovision. Assessments should be disaggregated in alignment with the marketsegmentation.4. Identify and assess opportunitiesfor employers to support childcare provision (e.g. through providing vouchersfor employees or contracting providers).
