Expression of Interest are invited for International Procurement Consultant (International Hire).

The Government of Liberia has received financing from the International Development Association (IDA) towards the cost of implementing the Liberia Land Administration Project (LLAP) by the Liberia Land Authority and intends to apply part of the proceeds of this financing for engaging the consulting services of an International Procurement Consultant. The consulting services (“the Services”) include but not limited to providing overall support to the LLA with major procurement activities and train and advise the LLA and PIU procurement staff on World Bank procurement procedures, international good practices, procurement management and other related tasks.

This assignment is for twelve (12) months.

The Liberia Land Authority now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the services. Interested individual Consultant must provide information demonstrating that they have the required educational and professional qualifications and relevant experience to perform the services: Curriculum Vitae (should include a description of education and general qualifications, similar assignments and experience in similar conditions in the region, preferably in Liberia. The shortlisting criteria are:

The International Procurement Consultant must have the following minimum educational and professional qualifications and experience:

(a) Master’s degree in public Procurement Management or other relevant disciplines (e.g. Business, Law, Engineering, Public Administration, Management or other relevant university degree) with a minimum of 6 years’ experience in procurement and contract management in the public sector, OR

(b) Bachelor’s degree in relevant discipline (e.g. Business, Law, Engineering, Public Administration, Management or other relevant university degree) with a minimum of 10 years post- graduate experience in procurement and contract management in the public sector

(c) Minimum of 5 years of relevant work experience working for World Bank Funded project is required

d) Consultant must possess a professional qualification in procurement from a recognized institution (e.g. Chartered Institute of Purchasing and Supply (CIPS), Institute of Supply Management (ISM) USA, or the Intensive Procurement Training Program, Liberia).

e) Proven record of satisfactory performance of similar assignments in the region. Previous working experience in Liberia is highly preferred

The attention of interested Consultants is drawn to paragraph 3.16 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (Regulations) dated July 1, 2016 and revised November 1, 2017 and August 2018 setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Regulations.
