BACKGROUND: The outbreak of Ebola in Guinea between 2014 and 2016 strongly exposed the fragility of the state and the vulnerable health system in Guinea. It also revealed the country's limited capacity to prevent and respond to health emergencies. The resurgence of Ebola in mid-March 2016 in Koropara, Nzrkor region, confirmed the imperfections.in the country's surveillance and epidemiological alert system. Despite the rapid response of the national authorities with the help of partners, the implementation of the intervention itself encountered two major obstacles. On the one hand, the delay in detecting and confirming new cases has revealed serious deficiencies in the surveillance system. on theon the other hand, the reluctance ofthe community following the announcement of the resurgence considerably delayed the deployment of intervention teams in the field. These two elements impeded the operations while promoting the displacement of the virus in four different places, thus making the epidemiological follow-up very difficult.r the country to put in place a strong epidemiological surveillancesystem that integrates the management of surveillance data into its emergency response programs and operational capabilities, while taking all aspects related to health logistics. In addition, most national entities lack the organizational capacity andclear operational procedures to carry out their mission of preserving a safe and healthy society. Guinea is also exposed to other types of risks such as socio-political and ethnic tensions, natural disasters and environmental damage, pollution and even potential terrorist threats given the trends in the country.Therefore, it is imperative for the country to develop the best governance practices within the key institutions concerned.
