1. Context and Justification of the consultation:



The UNICEF Tunisia office conducted a participatory mid-term review of the cooperation program in 2018 that resulted in a strategic reorientation, including structural changes in planned outcomes, in line with the child's life course .

Over the next two years, the office will continue to support the strengthening of the child protection system through three strategic interventions aimed at: 1. the establishment of a fair system of access for children to justice, including interventions for children associated with violent groups ; 2. strengthening the skills of social workers; 3. reducing violence against children by promoting positive social norms.

As part of the first strategic interventionUNICEF will continue to strengthen the program of access of children and adolescents to justice in Tunisia, building on the results of previous years. To meet concrete needs, this will include strengthening the new Justice for Children unit within the Ministry of Justice, which is responsible for reviewing legislation and developing policies in line with international human rights standards. child, as well as investing in the initial and in-house training of justice professionals, promoting alternatives to detention for children and adolescents, using innovations, raising awareness of adolescents' rights and strengthening collaboration multidisciplinary interministerial, involving NGO partners and the private sector. UNICEF will support the establishment of child-friendly pilot police units to enforce the rights of children in contact with the law, including victims and witnesses of crime. In order to empower adolescents, boys and girls and to prevent their association with violent groups, a pilot prevention and protection mechanism will be tested in one of Tunisia's most vulnerable regions.( The project "Towards the empowerment of adolescents in Kasserine and the prevention against their association with violent groups", signed on 3 July 2018, is funded by the Dutch Government).



Thus, in order to meet its programmatic needs, the UNICEF Tunisia office has decided to use the services of international expertise in terms of capacity building of the Police Corps and the National Guard.



2. Objectives and expected results:

The aim of these trainings is to enable the police corps and the national guard to reinforce their knowledge in the field of specific justice for children. The training will aim to standardize the professional practices of judicial police and national guard officers with respect to children in contact with the law, including with respect to child victims of crime, in accordance with international standards and rules. Training should also focus on the social aspect / hearing techniques taking into consideration the best interests of the child; they must also focus preventive approaches to meet the needs of children associated with violent groups.

The expected results of the consultation:

1. Carry out a diagnosis of the needs of the School of the Police / National Guard in training for the rights of children in contact with the law;

2. Revise and develop modules / curricula for basic and continuing education [1] ;

3. Conduct a trainer / TOT training for 12 people for the benefit of the trainers of the police and national guard school (basic / continuing training);

4. Conduct training for 75 police officers / National Guard in Kasserine to test continuing education modules;

5. Develop a repository (toolkit) for the benefit of training beneficiaries (guides / SOPs).
