Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

The Child Protection Consultant is expected to report to the Child Protection Specialist (CPiE) in UNICEF Sudan – Khartoum and under the general guidance from the Chief of Field Office and the acting Chief of Child Protection. The Consultant will support UNICEF Sudan during gaps in the team by providing technical assistance in managing MRM data in Sudan and supporting the CAAC thematic area. The consultant will prioritize addressing the backlog of entry and analysis of all MRM data on grave violations against children since February 2018, as well as supporting the smooth hand over to the newly selected MRM staff.

Specific Tasks

· Updates and validates databases for child rights violations including six grave violations and for the release and reintegration of children associated with armed forces/groups since February 2018. Brings any issues to the notice of the supervisor, any matter of concern. Recommends appropriate courses of action and implements the recommended action.

· Coordinates with CP officers in zonal offices, UN-AU Peacekeeping Mission in Darfur (UNAMID) and other relevant stakeholders in receiving information and ensures information is systematically stored in the database.

· Stores information securely and maintains confidentiality.

· Support in the preparation of quarterly and annual reporting requirements for the MRM. Generates graphs quarterly and reports monthly as and when required by programme staff.

· Facilitate training sessions on monitoring and reporting mechanism per UN Security Council resolutions 1612 and 1882 with UNAMID to the members of the Sudan Country Task Force on Monitoring and Reporting.

· Support the child protection sub-sector in mapping of child protection interventions such as community-based child protection networks, and national partners on data management, as and when required by programme staff.

· Support work in the CAAC thematic area, including visits, events, and reintegration of children, as and when required by programme staff.

· Expected Deliverables

· 15 October – 15 November

· Complete updating the MRM database from February to August 2018

· Review daily information reports and follow-up on new MRM cases

· Follow-up on pending and unverified MRM cases

· Supporting planning and delivery of potential visit of the Romeo Dallaire Child Soldier Initiative to Sudan, as request and necessary.

· 15 November – 15 December

· Submit MRM information bulletin for January to August 2018.

· Update specific, detailed analysis on attacks on schools and sexual violence against children.

· Initiate discussion with UNISFA, UNICEF Sudan – South Kordofan office, and UNICEF South Sudan to improve MRM information-sharing in Abyei.

· Support planning of UNICEF-UNAMID workshop on improving the MRM in Darfur and planning for UNAMID reconfiguration.

· Contribute to the quarter three Global Horizontal Note.

· 15 November – 15 December

· Handover of the MRM database to Child Protection Officer – Information Management (Emergency and MRM).

· Complete up to two field missions to support the MRM, especially where there are gaps and

· Support planning of potential visit of the Global Coalition to Protect Schools from Attack to Sudan, as request and necessary.

· Support delivery of two state-level trainings on child rights and the Action Plan, as requested and necessary.

· Support planning potential visit of the UN Special Representative for Children and Armed Conflict

To qualify as an advocate for every child you will have…

· University degree in social science, human rights or related field, or in information management or related field with field experience on child protection.

· Fluency in English is required. Knowledge of Arabic is an asset.

· Communicates effectively to varied audiences, including during formal publicspeaking and facilitating training.

· Analyzes and integratesnumerical, verbal and other data from multiple sources.

· Demonstrates and shares detailed technical knowledge and expertise.
