background
Mali, with an area of ??1, 241, 238 km2 and a population of 14, 500, 000 (RGPH, 2009), is a country vulnerable to climate risks and floods. Since the 1970s, the rise in average temperature has been observed throughout Mali. By 2080, the average annual temperature of Mali will increase by 3 to 4 ° C compared to the annual temperature of 1980. The change of the climate is also manifested by the decrease of the average annual precipitations. Thus, during the period 1971-2000, an average decline of 20% across the country was observed compared to the period 1951-70. According to the climate scenarios of the future, the average rainfall in Mali will increase from 5 to 10% from 2050, compared to the 1960-90 period. There will also be an increase in spatial and temporal variability. The intensity and frequency of climate risks are expected to increase in the future conditions of climate change. This will include an increase in heavy rainfall, followed by flooding.
From 1980 to 2007, Mali experienced two major floods that collectively impacted more than 3, 000, 000 people. The areas most affected by the floods during the last 30 years are located in the regions of Kayes, Koulikoro, Segou, Sikasso, Mopti, Gao, Timbuktu and the District of Bamako. The floods in Bamako in August 2013 affected more than 34, 000 people, of whom around 20, 000 were displaced. These floods resulted in the death of 37 people and the loss of 280 homes. Similarly, the 2010 floods caused 111 deaths, destroyed 6, 052 homes, 12, 000 hectares of flooded farmland and led to the widespread destruction of infrastructure, including bridges and roads. In 2014, 98,
It is possible to take steps to avoid this serious damage. For example, the investment of a total amount of CFAF 4, 991, 764, 050 in the production and dissemination of climate information, the implementation of an Early Warning System (EWS) and flood protection will contribute significantly reduce flood vulnerability of infrastructure, assets and livelihoods for 120, 000 households.
It is within this framework that the French Environment and Sustainable Development Agency (AEDD) and the United Nations Development Program (UNDP) initiated the Climate and Flood Risk Management Project in Mali. Preservation of Lives and Property (PGRCI), funded by the Least Developed Countries Fund (LDCF). PGICI will help reduce the vulnerability of local authorities to floods by securing their lives and livelihoods and protecting infrastructure in Mali. The resources of PGICI will thus be devoted to strengthening the capacities of national and local administrative authorities for effective risk management and the reduction of the negative impacts of floods on local communities and infrastructure in Mali.
Achievement of the PGICI objective will involve the achievement of three (03) complementary results at the level of local authorities in the Bamako District and in the Circles of Kayes and Mopti.
The interventions under the results are:
· Outcome 1: Improved availability of and access to climate information, including production and dissemination of information on climate prediction and early warning systems for floods, as well as awareness raising climate risks;
· Outcome 2: Integration of risk and flood management into relevant policies, development plans and budget processes;
· Outcome 3: Flood risk reduction interventions such as revegetation of riparian areas along wetlands, diversion or diversion of runoff through a pipeline system, and construction of dikes filtering and stormwater collectors, to improve stormwater management in living communities in flood-prone areas.
However, several institutional, technical and financial obstacles hamper efforts to effectively reduce and manage the consequences of floods in Mali. PGICI will contribute to overcoming the following barriers that hinder the implementation of effective flood reduction and management interventions by local government authorities in Mali:
· Insufficient capacity of national institutions to effectively predict floods and other climate risks;
· Limited knowledge and application of adaptation measures related to flood management;
· Inadequate skills and resources of planning authorities at the local level (communes and villages) to effectively assume flood risk management responsibilities;
· Limited dissemination of information and alerts to affected local communities.
As part of the implementation of its component 1, PGICI, in line with its 2018 annual work plan and budget, plans to integrate climate and flood risks into the national education program and to organize a campaign. outreach to schools and local communities to build a culture of resilience to floods.
This study is all the more necessary as the school curriculum does not sufficiently take into account awareness raising on the prevention of climate risks, in particular floods and the reduction of the vulnerability of schoolchildren.
Under the supervision of the PGRCI technical committee led by AEDD, the consultant will carry out all the tasks listed in the terms of reference. He / she will work in close collaboration with the staff of the National Directorate of Pedagogy, the Directorate General of Civil Protection, the team of PGICI, UNDP and national technical structures and other relevant actors involved in the development and implementation implemented flood risk education programs in Mali.
