General Context of Eco-Emploi 2016 – 2019

Rwanda has maintained steady growth and macroeconomic stability for the past 15 years, between 2002 and 2016 real GDP growth averaged at about 9% per annum. However, the rate of unemployment and underemployment is high and most of those in employment still work in poorly paid positions, above all in agriculture. The vast majority of youth leave schools hardly equipped for the labour market. A strong middle class that could provide for a solid foundation for the country’s economy does not exist.
The program Eco-Emploi is part of the priority area “Sustainable Economic Development” of the Rwandan-German Development Cooperation and will be implemented between June 2016 and December 2019. Eco-Emploi embodies an integrated approach of technical and vocational education and training, labour market interventions and private sector development. It supports the economic sectors ICT, E-commerce/ logistics, wood economy, tourism and creative industries [above all audio-visual business].
The economic empowerment of women and people with disabilities are a cross-cutting effort in all activities of the program. Eco-Emploi’s success is mainly defined by the amount of jobs that are created through the program’s activities.
Description of assignment:

In partnership with ITC and DHL, the German Development Cooperation Agency (GIZ) is supporting the Ministry of Trade and Industry (MINICOM) to implement an e-commerce project “Rwanda: Enabling the future of E-commerce”. The project aims at creating awareness among small firms and service partners in Rwanda about e-commerce, enabling access to markets as well as open e-commerce opportunities to SMEs in Rwanda through building capacities in understanding and preparedness to market goods and services online.
As a result, an online platform and an e-fulfillment centre/ E-commerce Service Centre (ECSC) have been set up as incubation spaces for SMEs benefiting from the program. While the online platform will be used to carry out transactions, the ECSC will be the heart of logistics in this project and SMEs benefiting from the project will be expected to have their products stored there to ease the process of last-mile delivery. All goods/ products listed on the MIR Online platform will be consigned and stored at the ECSC which will also be the heart of all operations during the course of this project.
3. Tasks to be performed by the
Under the supervision of the e-commerce focal person within the Eco-Emploi program of GIZ, the company/interior designer will be expected to undertake the following tasks;
Reception:
The reception area will also be the drop-off point for SMEs bringing their goods at the ECSC and will therefore be accessible to different people visiting the ECSC. This area will have one desk and a small lobby area for people to sit.
At the reception area, a logo of the ECSC should appear behind the reception desk and should be clearly visible for all the people walking into the office.

All partner’s logos should appear on a sharp frame with laminated glass fixed with glass spencer. The partner’s logos that will appear on this wall will be provided by Eco-Emploi upon the commencement of this assignment.

Entry Hall:
A stretched banner or wallpaper will also be put on the entry hall. The hall is the point of entrance for all goods being consigned at the E-commerce Service Centre and staff thus the need to give it a simple touch.

Office Space:
The office space on the first floor will have three working desks/stations and the interior designer will be expected to include A2 sharp frames and flower stands in this space.

Meeting Room:
Wall paper and some frames will be used for the meeting room area at the ECSC. The interior designer will also check the possibility of having the walls in this room painted too.

Show Room:
The showroom will be changed often when it comes to the setup and organization of the place. As a result, the interior designer will need to ensure that not so much is done in this room and all adjustments made do provide room for the mobility of equipment in the future.

Note:
The lighting in the showroom, reception, office space and meeting room will also be taken care of by the designer as part of this assignment. The consultant will present options to the client for approval

Curtain blinds will be placed in the facility at every point with windows. The interior designer will present different options to the client for approval.

The company/ interior designer will also be in charge of organizing the warehouse and putting all shelves and items in order upon completion of the construction at the site.

The / interior designer will also be responsible for placing a signpost by the roadside directing people to the E-commerce Service Centre (ECSC).

Some painting work will also be foreseen outside the E-commerce Service Centre as part of branding

4. Concept
The contractor is required to describe the key processes for the services for which he/she is responsible and create a schedule that describes how the services according to Chapter 2 are to be provided. In particular, the contractor is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors in accordance with Chapter 2.
The contractor is required to draw up a personnel assignment plan that includes information on assignment dates (duration and expert days) and locations of his assignment. The final design has to be agreed upon with the Eco-Emploi program of GIZ
5. Personnel concept
The contractor is required to provide personnel who are suited to filling the positions described, on the basis of their CVs. The below-specified qualifications represent the requirements to reach the maximum number of points.
Qualifications of the consultant
Language (2.1.2): Good business language skills in English and Kinyarwanda.

General professional experience (2.1.3): 5 years of technical experience in a similar area of work with proof

Other (2.1.8): Bachelor’s degree in Arts or any other relevant field

The application should contain the following:
A Technical Proposal with a brief description of why your Consulting Firm or you as a consultant would be considered as the most suitable for the assignment, relevant expertise, and a detailed clear methodology, on how will be your approach and complete the assignment.

The Technical Proposal should also contain key experts CV(s) indicating education background / professional qualifications, all past experience, as well as the contact details (email and telephone number) of the experts.

A portfolio of previous work with similar functionalities or a certificate of completion;

Information about legal status (copy of RDB certificate, RRA certificate, etc.)

For the financial Proposal: indicates the all-inclusive total contract price, supported by a breakdown of all costs. The cost must be in RWF and VAT excluded

Period of assignment: From 20th November 2019 until 30th November 2019.
Place of assignment: Kigali, Rwanda
NB:
Interested applicants are invited to attend an explanation session and to take measurements at ECSC located at SAWA City before submitting their offers on Tuesday 5th November 2019 between 4:00 pm and 5:00 pm.
Only those who will attend the explanation session will be allowed to submit the offers
