Across Africa, creativeindustries (including film and audiovisual, music, fashion and design, publishing and digital content, and sport) are expanding rapidly in output andconsumption. However, the sector-s economic potential is constrained by weakconversion of creative output into predictable and financeable revenues. Acentral binding constraint is the limited ability of creators and creativefirms to capture, retain, and monetize value from intellectual property (IP)within domestic and regional markets.This assignment willproduce an Africa IP Reform Playbook (the Guidance Note) thathelps governments, industry stakeholders, IFC and other DFIs prioritize themost catalytic IP reforms by creative vertical and by country context, and translatethose priorities into sequenced advisory and investment project pipelines. The objective is to develop a practical, systems-first Playbook forNigeria, Cote d-Ivoire, Kenya, South Africa and Sierra Leone that (i) diagnosesthe binding IP system failures that drive value leakage in each creativevertical; (ii) identifies a small set of priority reforms per vertical(typically 2-4) that unlock measurable value capture; and (iii) providesactionable roadmaps for governments and industry, as well as DFI-readyimplications for advisory and investment design.
