Tender Details

Tenders are invited for Individual Consultant Evaluation of Child Protection System - Gabon - 2 Months.

Purpose of the evaluation 1.1 The UNICEF Gabon office has just started its new 2018-2022 Cooperation Program with the Government of Gabon. In line with the Organization's commitments as outlined in the 2018-2022 Strategic Plan, the Office will continue to support the country to strengthen and harmonize the child protection system for greater efficiency and equity in taking into account the most vulnerable children. 1.2 Since 2007, many efforts have been made under the GABON-UNICEF Cooperation to help the country put in place a holistic child protection system. From 2012-2017, it was expected that: • the national normative framework for the protection of the child would be strengthened and implemented; • that national child protection structures have developed their technical and operational capacities for the prevention of abuse, violence and exploitation as well as for the care of victims, including in emergency situations; and finally, • 60% of families / communities have changed their perception of child protection. To achieve this, the following strategies and approaches have been developed. As part of the 2018-2022 cooperation cycle, with the Gabonese government and civil society organizations, the Child Protection Section intends to consolidate the achievements of the previous cycles while continuing to strengthen the national child protection system. 1.3. This independent evaluation will be both summative as it will review strategies and approaches implemented over the past 5 years and have a clear vision of what worked and what did not, and formative as it will provide guidance to the office. UNICEF Gabon on approaches and strategies that need to be continued, abandoned or strengthened under the new Cooperation Program. 2. Evaluation Bottom Based on the collection and analysis of data and relevant information, this evaluation should serve two main purposes: accountability and organizational learning. üEvaluation: evaluation will provide evidence on the level of progress achieved by the previous GABON-UNICEF program in relation to the expected results of the child protection component; üLearning: the evaluation will review and reinforce the strategies of the Gabonese Government and the UNICEF office that were selected in the framework of the 2018-2022 Program cycle in order to strengthen the quality and the effects of their implementation. 3. Evaluation Objectives The evaluation will pursue the following objectives: ü To assess the relevance, efficiency, effectiveness, sustainability and, to the extent possible, the impact of UNICEF program interventions 2012 to 2017; üQuarantee the results of UNICEF support in the area of ??juvenile justice, the fight against violence, the fight against child trafficking, birth registration in Gabon.üMeasure the degree to which interventions supported by UNICEF helped reduce major child rights violations in child protection, and helped to narrow the equity gap, ü Identify and document lessons learned and UNICEF's contribution to the protection of children's rights. setting up the child protection system; ü Provide recommendations on operational strategies to be implemented to guide the child protection program during the 2018-2022 cycle. 4. Evaluation Criteria This evaluation will be guided by the five OECD criteria, including relevance, effectiveness, efficiency, impact and sustainability. 5.Methodology This evaluation will be based on the use of mixed methods (quantitative and qualitative). The review of programmatic documents (containing both quantitative and qualitative data) will be complemented by field visits, as well as semi-structured key informant interviews and focus group discussions with all relevant stakeholders. At the national level, the evaluation team should meet with representatives of the Ministry of Justice, the Ministry of the Interior, ONDE, Ministry of Family, Social Affairs, Juvenile Judges and Prosecutors, Polices, CSOs, academic representatives and community representatives. Stakeholders will participate in the evaluation through discussions, consultations, comments on draft documents. To guarantee impartiality and the absence of bias, the methodology will include a representative sample of sources of information (for example, stakeholder groups, including beneficiaries, etc.) and a combination of quantitative, qualitative and participatory methods to ensure the triangulation of information. is purely indicative and the UNICEF Country Office would like the evaluators to propose the use of innovative methods to better address the issues presented in section 6. The evaluation will be based on the analysis of existing statistical data. This analysis should lead to the identification of information gaps prior to the mission in the country.
