Individual Consultant in Communication for Development

Location of Assignment: Boa Vista - Roraima.

Travel: If the selected candidate does not reside in Boa Vista (Roraima), the UNICEF shall afford round-trip tickets as a mobilization support. Any duty travel that may be required during the contract by the UNICEF, shall be afforded by the Organization. Humanitarian Context

An estimated of 25, 000 people are in Boa Vista, the capital of Roraima state, and an estimated 2, 500-3, 000 people in transit in the border city of Pacaraima, mainly in private accommodations, spontaneous shelters and in the streets; with less than 10% living in newly stablished shelters.

At the moment, there are ten functioning official shelters are offering basic services (tents, food, water and sanitation). Two of them # one in Pacaraima and other in Boa Vista # are specifically hosting where the Waraos and Eñepa indigenous groups are located. The official shelter are receiving support of the Brazilian Army, that provides infrastructure # including water and sanitation facilities -, food and health care and security.

All state of Roraima is situated in the Amazon Area, where frequent rains specially May to September. During the rainy season is likely to will increase the vulnerability of migrant families living in shelters and in the streets. Most of the children in shelters have not access to schools both for lack of the necessary documents or lack of vacancies in the public system. The indigenous children # who were already vulnerable in their home country - face additional cultural and linguistic barriers.

There are reports of high number of children suffering recurrent diarrhea episodes and other waterborne diseases in the shelters. Also, have been reported outbreaks of chickenpox and measles.

There evidences of cases of violence against children and adolescents, child labour, abuse, sexual exploitation, traffic of children, among others.

Background & Rationale
Under the general guidance of the Communication Specialist, and overall supervision of the Chief of
Communication and Partnerships, as well as in close cooperation with the programme areas (Health,
Education, Child Protection, Adolescents Citizenship), the consultant will support the implementation of
Communication for Development activities in the context of UNICEF#s response to the migrant crisis in
the northern region of Brazil, with a special focus on the state of Roraima.
The consultant will work to promote communication, social mobilization and community engagement
efforts that cut across and support UNICEF programmes in the areas of nutrition, health, education and
protection, addressing the related behavioural risks.
S/He will work closely with partners to:
· Facilitate systematic access to life-saving information and promote behaviours such as healthy
nutrition as well as others that are crucial to prevent waterborne and other communicable diseases.
· Encourage adolescents# participation to encourage adolescents to adopt healthy behaviors
themselves and or facilitate their participation in the promotion of healthy behavior among the overall
migrant population.
· Guarantee participation of the affected population through establishing mechanisms for feedback on
the quality and relevance of services.
· Provide information (info as aid) to promote access to education and health public services, as well
as protective behaviour towards children and adolescents.
The consultant will also be in charge of developing communication strategies and material to influence
the attitudes and behavior of the targeted population.
Main activities
Support to strategy design and development of C4D activities:
· Conduct a comprehensive C4D baseline study on social, communication, cultural, economic and
political issues that are preventing migrant children, adolescents and families to have their rights fully
respected and putting their healthy and safety at risk.
· Collect and synthesize qualitative and quantitative information and data to support the establishment
of comprehensive and evidence-based C4D activities.
· Recommend and develop appropriate information and materials for C4D initiatives.
· Monitor and assess the impact of C4D activities to achieve measurable behavioral and social change
resulting in the improvement of children#s rights and wellbeing.
· Submit a qualitative report/synthesis of results for development planning and improvement.
· Develop strategies to build the capacity of implementing partners and other professionals and
organizations working on the ground.
· Put in place feedback mechanisms to strengthen community engagement.
· Establish initiatives to promote the participation and engagement of migrants adolescents in the
decision making as well as to disseminate behaviour impact initiatives,
· Use digital platforms to create community with migrants for exchange of information, promote
participation and dissemination positive behaviours.
Expected results and Deliverables
Result 1: Baseline assessment conducted and approved containing information on the main behavioral
constraints, bottlenecks and possible communication channels. By September 30 2018
Result 2: With support of a graphic designer, develop visual contents and materials # printout and digital
- to impact behaviour of the affected population. By October 15 2018
Result 3: Create a group of migrants adolescents to promote participation in decision making and as
part of feedback mechanism. By October 15 2018
Result 4: Engage at least 300 adolescents to subscribe to U-Report. By October 30 2018
Result 5: In close collaboration with programmes areas, organize at least two C4D workshop to build the
capacity of implementing partners, local leaders and other organizations working on the ground. By
November 15 2018
Result 6: Periodically organize focus groups with target audiences to assess the efficiency of the C4D
response. By January 15 2019
Result 7: Produce a six-months progress report detailing the C4D activities carried out and its results.
March 01 2019
Result 8: Monthly progress report detailing the activities carried out. By the end of every month worked.
Payments
All deliverables listed above shall be submitted to the UNICEF according to their respective deadlines.
The products shall be reviewed and in case they are approved, the respective payment request will be
processed by the UNICEF.
This contract includes monthly payments of R$ 10.000, 00 in every 30 days after its signature.

· Products in a high-quality UNICEF parameters (accuracy of documents, clear written,
document-supported, etc.)
