Request for proposals are invited for Improving Roads and Bridges and Addressing Deferred Maintenance, including the Busy Mocuba Bridge.

The United States of America, acting through the Millennium Challenge Corporation (“MCC”), and the Government of the Republic of Mozambique (GRM) signed a grant aimed at poverty reduction through economic growth in Mozambique on September 21, 2023, in the amount of US$500 million (the “Compact”) and a corresponding contribution from the Government of approximately US $37, 5 million

• The Connectivity and Rural Transport Project (CTR) will enhance the quality and climate resilience of major routes in Zambezia by improving roads and bridges and addressing deferred maintenance, including the busy Mocuba Bridge.
• The Promoting Reform and Investment in Agriculture Project (PRIA) will improve the incomes of smallholder farmers and other value chain actors, increase investments in the agriculture sector, and foster agriculture-related fiscal reform and incentives.
• The Coastal Livelihoods and Climate Resilience Project (CLCR) seeks to increase ecosystem productivity by addressing problems caused by long-term ecosystem degradation and fishery loss.

This Request for Proposal, the RFP, follows the General Procurement Notice that appeared in dgMarket and UNDB Online on April 26, 2023.

GDC now invites proposals from legally constituted consulting firms and other organizations to provide the consulting services (“Proposals”). More details on these services are provided in the Terms of Reference in Section V of this RFP.

This RFP is open to all eligible entities (“Consultants”) who wish to respond. Subject to restrictions noted in the RFP, consultants may associate with other consultants to enhance their capacity to successfully carry out the assignment.

A Consultant will be selected under the Quality and Cost-Based Selection (“QCBS”) method, an evaluation procedure that is described in Section III of the RFP in accordance with the “MCC Program Procurement Guidelines” provided on the MCC website (www.mcc.gov/ppg). The selection process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.

Please note that a Pre-Proposal Conference will be held as described in the Proposal Data Sheet (“PDS”), Section II of the RFP. Attendance at the Pre-Proposal Conference is not mandatory but is strongly advised for all interested Consultants or their representatives.
