Expression of Interest are invited for Improving Access to Finance for MSMEs and Guarantee Schemes.
World Bank seeks the support of a firm or consortium of experienced and qualified consultants (hereinafter referred to as "the Cabinet") to support SOTUGAR, the Ministry of Finance and the World Bank in the following activities:

1) In-depth diagnosis of the NGF mechanism and redesign of its guarantee offer

2) Support the design of a new guarantee facility to support enterprise restructuring

3) Strategic vision and positioning of SOTUGAR's guarantee products
The activities of this TA program are expected to contribute to:

(i) Optimize and strengthen existing public guarantee mechanisms;

(ii) Modernize the legal and regulatory environment with a view to reducing existing structural shortcomings and broadening the range of financial instruments for MSMEs;

(iii) Accelerate the exit from the COVID crisis through the implementation of relevant credit guarantee products;

(iv) Strengthen SOTUGAR's operational, governance and risk management capacities.
