In Liberia, adolescents face numerouschallenges to good health and wellbeing, including poor quality andavailability of adolescent-responsive services, a high unmet need forcontraceptives, and a lack of mental health services. These are compounded by entrenchedgender inequalities, harmful traditional practices and gender norms, and highlevels of violence against women and girls. Furthermore, about 30.3% of girls aged 15-19 have begun childbearing.These intertwined challenges contribute to high adolescent pregnancy rates, highprevalence of anemia amongst 15-19-year olds, and Liberia-s high maternalmortality rate (652 maternal deaths per100, 000 live births). To support effective delivery of theadolescent health interventions and continuous learning on how to best reachand deliver services to adolescents, there is a need to focus on programadaptations that improve implementation and ensure interventions remainresponsive to adolescent needs. As such, the Liberia Ministry of Health (MoH) with support from the World Bank and theGlobal Financing Facility for Women, Children, and Adolescents (GFF) intends to conduct embedded implementation research on adolescent health services inLiberia aimed at generating evidence on how programs can be refined andoptimized during delivery. This research will facilitate learning on whatadaptations work, why they are effective, and how they can be applied tostrengthen ongoing implementation. In addition, it will support thesustainability and continuation of adolescent health specific activities in theface of new challenges in the funding landscape. To this end, the World Bankand GFF are seeking an institution or consortium with knowledge and experiencein implementation research, health system strengthening, adolescent health andwellbeing, stakeholder engagement, and research translation to undertake thisresearch.
