2. The Regulatory Authority for Télécommunications et des Postes (ARTP) has obtained funds within the framework of its 2021 budget, in order to finance the establishment of a system for collecting and processing OMC-R data for monitoring the Quality of Service, and the intention to use part of these funds to make payments under the Contract Establishment of a platform to supervise QOS coverage by using OMC-R data, N ° S_ARTP_051
3. The ARTP solicits closed offers from eligible candidates who meet the required qualifications for the OMC-R data collection and processing system for QoS monitoring.

4. The procurement will be conducted by open international invitation to tender as defined in the Public Procurement Code, and open to all eligible candidates.

6. The qualification requirements are:
- Produce financial statements for the last three (03) years (2017, 2018, 2019) duly certified either by an "accountant" or by a "chartered accountant" approved by the National Order of Chartered Accountants and Chartered Accountants of Senegal (ONECCA) or by an “assimilated body” for Senegalese candidates. For non-Senegalese, the financial statements must be certified by an organization equivalent or similar to ONECCA in the State of which they are nationals,
- Have an average annual turnover of four hundred million (400, 000, 000) FCFA during the last three years (2017, 2018, 2019),
- Assets, liquidity, lines of credit, other than the possible start-up advance, up to three hundred million (300, 000, 000) FCFA.
- Justify the execution of at least two (2) similar contracts of the same nature and of the same complexity during the last five (5) years (2016, 2017, 2018, 2019 and 2020) with an execution rate of 70%; attach the certificates of good performance or service certificates signed by the competent authority,
- Provide a business manager with a profile of telecoms engineer at Bac + 5 level or equivalent, having at least ten (10) years of experience in the management of QoS of mobile networks and having carried out at least one (01) similar mission of setting up monitoring solution for OMC-R meters; and having held a position of responsibility for at least three years,
- Offer an Operations Manager with a profile of a Radio Engineer, Bac + 5 level or equivalent, specialized in the operation of the OMC-R of several equipment manufacturers, having at least five (05) years of experience in mobile radio planning and analysis of the results from the processing of OMC-R meters and having participated in QoS audits of telephone networks,
- Provide a profile of a network engineer, Bac + 5 or equivalent, with at minimum five (05) years of experience in information systems, particularly in network configuration and administration,
