The Lisungi Covid-19 Emergency Response Project (Lecrp); Funded by the World Bank; Provides Cash Transfers to Extremely Poor Households; Particularly Those with Pregnant Women; Children Aged 0-14 and the Elderly. The Project's Economic Inclusion Component Provides Targeted Households with a Cash Transfer and Accompanying Measures to Help Them Develop Income-Generating Activities (Igas). Within the Framework of this Project; The World Bank; In Partnership with the Project Implementation Unit (Piu) and the Ministry of Social Affairs; Solidarity and Humanitarian Action (Massah); Is Financing and Implementing an Early Childhood Development (Ecd) Entrepreneurship Pilot. This Pilot is Financed and Implemented by the World Bank in the Context of the Global Invest in Childcare Initiative; Which Aims to Test Different Approaches to Scaling up Childcare Services. The Pilot Targets 200 Women Benefiting from the Lecrp-S Income Generating Activities (Tmagr). The Aim is for These 200 Women to Set up and Operate Micro-Creches for Children Aged 0 to 5 in the Urban and Peri-Urban Areas of Brazzaville and Pointe Noire as an Income Generating Activity. The Pilot is Inspired by the Kenyan Ngo Kidogo Who has Successfully Scaled Their ‘Mamapreneur- Model in Nairobi and Other Urban Centers. Kidogo will Provide Technical Assistance to the Implementation of the Pilot. The Project Aims to Boost Access to Quality; Affordable Ecd Services; And Thereby: 1) Improve Early Childhood Development Outcomes for Children in Low-Income Neighborhoods in Brazzaville and Pointe Noire;2) Enable Parents and Caregivers; And in Particular Young Mothers; To Pursue Economic Activities; 3) Encourage Women's Entrepreneurship in the Care Economy. The Project will be Implemented in the Urban and Peri-Urban Areas of Brazzaville and Pointe Noire. It will Target a Total of 200 Cash Transfer/Income Generating Activities (Tmc/Tmagr) Beneficiaries. The Women Benefiting from this Support are Expected to Take in around 1;200 Children Aged 0 to 5 for Home and Community-Based Childcare (6 Children on Average Per Creche). A Pre-Pilot Targeting around 25 Women will be Implemented to Fine-Tune the Model. This Pre-Pilot will be Implemented in Three Neighborhoods of Brazzaville: (1) Soukissa (Ouenzé) around the Soukisa Market; (2) Potopoto Painting School or Combattant (Moungali) around the Moungali Market; And (3) Moukondzi-Ngouaka or NkéOua Joseph / Tahiti (Bacongo) around the Marché Total. The Focus of These Terms of Reference is the Implementation of the Pre-Pilot. The Objective of this Assignment is the Implemention of Pre-Pilot Activities in Close Collaboration with the World Bank; The Massah; And the Piu. Specifically; The Implementing Partner will Train and Support 25 Lecrp Beneficiary Women in Setting up Creches under the Lecerp Economic Inclusion Component. The Implementing Partner will Also Gather Insights and Lessons that can Help Fine-Tune the Model towards its Scale up.
