Request for proposals are invited for Implement Project Activities for the UN Women Project on Preventing Forced Migration and Trafficking of Women and Girls in Nigeria

Nigeria presents itself simultaneously a country of origin, transit and destination for all streams of migration and for trafficking. Beyond irregular migration, Nigeria also experiences significant trafficking. Women and children constitute the majority of those trafficked to Europe, as well as being irregular migrants to other African destinations and the Middle East. While there are dynamic shifts over time, the main sites of forced documented and undocumented migration and trafficking include Edo State, the Delta and some Northern states.

Despite steps taken by government at policy and operational level to address forced migration and trafficking, mainstream interventions have often been gender blind and not necessarily take into account the differences in the migration and trafficking experiences of men, women, boys and girls, or develop tailored responses targeted at their particular concerns, leaving the demand side of these phenomena relatively unaddressed. Efforts have also largely been focused on law enforcement initiatives with insufficient focus on a protection and survivor-centric approach. Multi-sectorial coordination and collaboration, while significantly improved require further support

Limited investments are been made to date in auditing the protection and other front-line services that are delivered to survivors of forced migration and trafficking from a gender perspective. Moreover, the potential for women’s organisations to support efforts aimed at preventing and addressing the effects of forced migration and trafficking remain under-utilized to date. Women’s organisations and networks can play a critical role in supporting advocacy and awareness-raising intervention and can also enhance efforts to support reintegration of trafficked victims in more sustainable ways.

The proposed project, funded by the government of Italy, will build on existing initiatives and mechanisms through interlinked and re-enforcing interventions, including supporting a gender-responsive policy environment; technical assistance, capacity building, and institutional support to frontline service providers including state actors and national NGOs; and facilitation of women’s networks and women led organisations to drive awareness, advocacy, and sensitization efforts in preventing trafficking of women and girls.

As such, UN Women wishes to engage CSO partners to implement activities under at least one of the outcomes across the main goal of the project: To prevent forced migration and trafficking of women and girls through economic empowerment and resilience building and facilitate the reintegration of women and young women returnees

OUTCOME 1:
An enabling gender sensitive policy environment that addresses forced migration and trafficking is in place, whose design and implementation is influenced by women and girl’s rights organizations in source migration trafficking sites.

OUTCOME 2:
Increased gender-sensitive information and awareness-raising in source migration-trafficking sites contribute to the prevention of women’s irregular migration and trafficking

TARGET STATES
The project will be implemented primarily in Edo State. Lagos State will be a secondary beneficiary State of the interventions.

ELIGIBILITY AND REQUIREMENTS
Organizations wishing to apply for the grants should meet the following requirements and competencies:
• Be a not-for-profit organization with a strong track record in the field of migration and anti-trafficking, gender equality, GBV, women empowerment, and/or legal reform and gender responsive services delivery, registered by relevant bodies (Corporate Affairs Commission, etc.) and operating in Nigeria;
• Proven experience of implementing projects in anti-trafficking, prevention of forced migration, gender audits of protection services and policies, develop training tools and materials on gender responsive service delivery, especially regarding staff of government agencies and national law enforcement agencies as well as frontline service providers;
• Experience in gender-sensitive legal reform and advocating for gender equality;
• Proven experience in design and delivery of trainings for community-based women’s organizations to enhance their advocacy and communication capacities in support of prevention of forced migration and trafficking as well as to enhance strategies and commonality of purpose among the mentioned organizations and government agencies and law enforcement agencies
• Proven experience in innovative advocacy and awareness campaign on prevention of human trafficking;
• Ability to carry out activities under at least one of the mentioned outcomes of the project;
• Previous experience implementing projects in partnership with UN Agencies;
• Strong skills in written communications in English, particularly in preparing issue-based papers or reports;
• Previous and/or current interventions in the target states of the project are a strong advantage.
