PSI seeks to partner with Faith Based Organizations to implement community-based HIV Testing Services

PSI, under the CID LINK Project seeks to partner with Faith Based Organizations (FBO)s to implement community-based HIV Testing Services (CBHTS) in the five highland districts of Lesotho (ThabaTseka, Qacha ‘s Nek, Quthing, Mokhotlong and Botha – Bothe).

This is a once off funding opportunity with no expectation for extension of funding over the one-year funding period. The grants will be for one year (1st October 2019 to 31 September 2020) and may not be renewed depending on performance and availability of funding.

The grant is subject to availability of funds, with the funding ceiling available to the successful FBO(s) set at US$1, 6500, 000 (One Million, five hundred and sixty thousand US Dollars).

Program Objectives

The project objectives of this sub-award are to:

I. Be guided by programmatic data to increase new identification of people living with HIV (PLHIV) in communities in the five highland districts.

II. Utilize evidence to implement highly effective and efficient community testing methods targeting hard to reach populations, populations with the highest testing gaps and highest HIV incidence in the various communities.

III. Work with PSI to educate communities and faith leaders on HIV Index and Partner Notification Services and roll-out intensive index testing services in the communities.

IV. Work with PSI to roll out HIV Self-testing services in the highland communities and ensure provision of integrated provision of HIV testing services

V. Work with facilities to ensure all newly identified PLHIV are linked to care and treatment for same day initiation. Emphasis will be on ensuring maximum linkages within the first week of a positive result.

VI. Work with PSI to educate various faith leaders and the community at large on the importance of testing and linking to care and amplify the U=U mantra to reduce stigma and increase the urgency for HIV testing.

VII. Actively refer those eligible and testing negative to various prevention services, including VMMC and PrEP

Eligible applicants must be:

I. Be legally registered as a Faith Based Organization (FBO) in Lesotho.

II. Have experience in implementing HIV Programs including HTS in

Lesotho. Experience in implementing other community based activities will also be considered.

III. Have experience implementing and managing donor funded programs, especially PEPFAR funded programs.

IV. Successful anti-terrorism screening (PSI will screen all candidates)

V. Have no history of proven fraud, fund mismanagement

VI. Have working relationships with the Ministry of Health at Central, District and Facility level.

VII. Must not be a debarred organization.

VIII. Meet the projects objectives and principles.
