Expression of Interest are invited for Impact Evaluation of Payment Digitization and Product Traceability in the Burkina Faso Shea Nut Supply Chain.

Assignment Description

Women operating in agricultural value chains in Burkina Faso are often relegated to the low-value crop production and agribusiness activities, generating large productivity and income gender gaps. One exception to this is womens participation into the shea butter value chain. Shea -- which is known as women's gold in Burkina Faso -- represents one of the most lucrative and competitive value chains in the Sahel, and is integrated into the global supply chain. However, payment to women operating in the sector is characterized by long delays, leakages of funds, a lack of respect for income privacy, and an inability to receive payment based on product quality.
The World Banks Africa Gender Innovation Lab (henceforth the WB research team) is studying two interventions targeting women collectors in the shea sector (1) payment digitization and (2) product traceability. In this setting, the WB research team will study whether improving womens access to digitized payment services, and its combination with automated quality traceability systems can improve agricultural outcomes and economic empowerment. The payment digitization aims to increase efficiency by reducing delays in payments and leakages of funds, and to improve safety and womens privacy, while the product traceability aims to increase expected returns to investing in higher value production.

The WB research team is seeking to contract a survey firm to carry out a census and a baseline data collection that will form the basis for the study. This initial data collection will comprise a census exercise focusing on identifying women shea nut collectors in 150 villages/sections/cooperatives in the Western Central region that form part of the shea nut supply chain for several international buyers. The baseline data collection will consist of interviewing 3, 000 collectors across the 150 shea villages/sections/cooperatives. Each baseline interview is expected to last 90 minutes. Data shall be collected through a tablet during a face-to-face interview with the woman collector and, if married, her spouse. The questionnaires will be designed in English by GILs research team and programmed for use in Survey CTO. The selected Firm will review, test, and translate the application prior to the training and fieldwork.

In view of the COVID-19 situation, we require that the selected Firm comply with the national recommendations of the Government of Burkina Faso to limit the spread of the virus and protect the health of the team members, survey respondents, and everyone in the project area. Among other measures, wearing masks, limiting the number of participants during gathering and training, and practicing physical distancing are strongly encouraged. The selected Firm will be responsible for staying informed of the evolving measures and adapting their work procedures accordingly.

The firm will be responsible for
Activity 1: Developing action plan for data collection.
Activity 2: Translation, testing, and formatting of the electronic version of the questionnaires.
Activity 3: Preparation of enumerator training curriculum and materials, manuals and implementation of personnel training, field test.
Activity 4: Recruitment, contracting, and payment of experienced enumerators and supervisors, the number of which should be approved by the research team.
Activity 5: Implementation of the census field work using tablets, including organization and provision of logistical support (transport, per-diem, etc.) to interviewers and supervisors while data are being collected, regular field reports and data consistency checks; cleaning, coding, and labeling of the final census dataset.

This Request for Expressions of Interest is for assistance from a consultant (survey firm) to conduct these data collection activities.

Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are: (i) expertise in field work required for large-scale rural household surveys; (ii) experience in implementing household surveys on the scale of this project; (iii) skills in project management; (iv) capacity in database design, data management, and statistics. The expression of interest may include brochures, description of similar assignments, experience in similar conditions, and availability of appropriate skills among staff.

This assignment is expected to take place between December 2021 and April 2022. Interested firms should submit an expression of interest by November 4th, 2021 at 11.59pm Washington DC time
