Expression of Interest are invited for Impact Evaluation of A Pilot Intervention Aiming at Fostering Economic Participation of Adolescent Girls and Young Women in Niger.
As part of the Sahel Women Empowerment and Demographic Dividend (SWEDD) Project, the World Bank team is supporting the SWEDD team, government counterparts, and technical partners in designing and testing a pilot intervention using a Personal Initiative training and an Entrepreneurship training in Niger. The intervention will be targeted at out-of-school girls and young women, married and unmarried, 15-24 years of age, and has the goal of empowering young girls and promoting their participation in income-generating activities (IGA). The World Banks Africa Region Gender Innovation Lab plans to conduct an impact evaluation of this intervention to provide solid evidence on the type of entrepreneurship training that is most effective in helping young girls engage in IGAs and achieve economic empowerment. The results of the RCT will inform the second phase of SWEDD Niger and other countries.
The WB team is seeking to contract a survey firm to conduct face-to-face surveys at the household level. Each household survey comprising the interview with the adolescent girl, the household head, and her partner/father is expected to take approximately 2 to 3 hours and will be done using standard electronic data collection platforms. The data collection will take place between November and December 2022. The firm will be responsible for:
Activity 1: Instrument Design, Piloting of the tools and Preparation: finalization of the questionnaires and manuals; programming of the electronic version of the questionnaires and tools; questionnaires translations; working with the WB team to obtain all permissions to conduct the survey; field activity protocols; recruitment, hiring, training and supervision of survey enumerators and managers; piloting of the data collection tools and protocols.
Activity 2: Organization, Supervision and Data Collection: conducting face-to-face interviews at the household level; managing survey logistics, including transport and other support to interviewers; locate households and verify and update contact information of survey participants; survey supervision ensuring data quality through performing back-checks, high frequency checks and field visits; daily monitoring of data collection; putting in place all processes to protect the confidentiality of those participating in the survey at all stages.
Activity 3: Baseline survey data management: provide each weeks collected data; cleaning, coding, labeling and anonymization of the final dataset; ensuring the protection of confidentiality of participants at all stages working with the WB team to ensure WB data security guidelines and policies are followed.
This Request for Expressions of Interest is to solicit interest from a consultant (survey firm) to conduct the baseline data collection activities for this project. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are: (i) Have considerable experience (at least five years) in managing large-scale household surveys, preferably targeting young population, particularly adolescent girls and covering topics relative to IGAs and socio-emotional skills. This includes the preparation of (CAPI) survey and training materials, training and supervising interviewers, maintaining records, and ensuring confidentiality of records; (ii) Have sufficient experience and capacity to manage survey logistics, including equipment, materials, and personnel; (iii) Have experience conducting research with human subjects; (iv) Have experience in data collection in Western Africa, particularly in Niger; (v) Have experience conducting surveys for impact evaluations. Experience on surveys for programs targeted to adolescent girls will be a plus; (vi) Have experience with electronic data collection (SurveyCTO, ODK, etc.), as well as with standard statistical software (Stata, SPSS).
The duration of the assignment will be approximately 8 months. Interested firms should submit an expression of interest by Thursday September 22th, 2022 at 11.59pm Washington DC time.
