Country: DjiboutiThe mission aims to support the Government of Djibouti, through the Ministry of Environment and Sustainable Development (MEDD), in the establishment of a national system of Measurement, Reporting and Verification (MRV) of gas emissions. Greenhouse Effect (GHG) aligned with the commitments of the Nationally Determined Contribution (NDC 2.0) and the requirements of the Enhanced Transparency Framework of the Paris Agreement. This technical assistance, implemented within the framework of the NDC project Implementation - Climate Promise of the UNDP, aims to strengthen the institutional and technical capacities of the country in order to monitor progress towards the national objective of reducing GHG emissions by 65% by 2030. The MRV system will be structured around main mitigation sectors of CDN 2.0, including energy, transport and AFOLU (agriculture, forestry and other land uses). In this context, the consultant will carry out an assessment of existing capacities in terms of monitoring emissions, develop a methodological framework consistent with IPCC guidelines and design operational tools, including a dashboard for monitoring NDC mitigation indicators. The mission will also include the establishment of mechanisms governance and quality control (QA/QC), the definition of the institutional roles of sectoral stakeholders, as well as the capacity building of the MEDD and partner institutions to assist...
