MINISTRY OF WATER DEVELOPMENT
WATER INFRASTRUCTURE DEVELOPMENT FOR RESILIENCE PROGRAM IN SOMALILAND (WIDRP)
TERMS OF REFERENCE FOR HYDROGEOLOGICAL/GEOPHYSICAL SURVEY
**

Location: Geel lookor Village, Berbera District, Saaxil Region and Beer district of Togdheer region of Somaliland **
Job Title: Hydro-geological/Geophysical Survey Consultant

Length of Consultancy: 25 days
Background
The Ministry of Water Development of Somaliland (executing agency) and CARE International in Somaliland (implementing agency) have collaborated in the implementation of the Water Infrastructure Development for Resilience in Somaliland Program funded by the African Development Bank Group. The overall objective of the program is to contribute to a resilient and sustainable water and sanitation sector as well as to provide enhanced water supply and sanitation infrastructure in high priority drought-stricken areas of Somaliland.
The Water Infrastructure Development for Resilience in Somaliland Program
The construction of strategic boreholes and mini-water systems (23 sites) in various drought prone areas of Somaliland is 95% complete and all works concluded in 20 sites (benefitting an estimated ….people) with the pending activities in 3 sites projected to be concluded by January 2019. The duration of 5 months from the time of the mission is informed by the need for additional hydro geological studies to identify alternative water sources as the current ones have low yields and not able to meet the community water demand. Overall implementation on the activity is satisfactory. The mission discussed with the Implementing Agency the need to engage with communities on the sustainability arrangements for the completed infrastructure and ensure the water systems management committees have women representatives.
1.1. Status of the Program Physical Implementation
The currently ongoing water infrastructure activities took place in 29 sites and the overall coverage of the construction works is 100% at the moment for 25 villages out of 29 villages, the rehabilitation of the earth dams is ongoing. The water facilities infrastructures of the proposed 4 boreholes is completed, all the construction and the rehabilitation work of 20 shallow wells has been successfully completed. The water wells were rehabilitated, water pumping systems was mounted, and water storage and supply pipelines constructed in 18 out of the 20 shallow wells.
Ground water in Somaliland: Somaliland water sector strategic goals are linked to Sustainable Development Goal (SDG) 3 and 6 which both state aim to ensure healthy lives and promote well-being for all at all stages and ensure availability and sustainable management of water and sanitation respectively. These two SDGs are allied to the framework of the WASH sector. Somaliland water regulatory framework and water resources management manual are underdeveloped, some of the policies and water act exists but not yet fully operational.
However, In Somaliland there is considerable potential for the groundwater to support Somaliland’s water sector infrastructure development, consequently, the existing management mechanism are lacking the provisions for controlling abstractions, pollution and borehole drilling. There are overlaps in perceived responsibilities between the Ministry water development, other line ministries and the water supply agencies in main urban centres.
Given the lack of large scale perennial streams and the arid climate in much of Somaliland, groundwater is the sole water resource in most of the country, except in the shallow well in the seasonal valleys and surface water sources that relays on the rain water runoff only in the rainy season. In that case approximately 85% of the population use groundwater for drinking water. Most groundwater is used for drinking, and for major cities. In rural areas livestock watering is also a significant groundwater use. Irrigation is not widely developed, except small scale irrigation systems for the farms along the banks of the seasonal valleys.
2.0. BEER
Location: Longitude (N) = 9°21'57.72"N Latitude (E) = 45°45'38.93"E Elevation (m) = 917m
BEER village comes under authority of Buroa of Togdher Region, with a population of 540 house holders. Located 20km East of Buroa on the tarmac road from buroa to lascanod. It has Agriculture institute, MCH and Secondary school.
Livelihood: The community is peri-urban which also largely depends on historical farming but also have some traditional livestock. The village's main source of income is selling most of its crops to burco and berbera cities.
Water source: The primary water source are a large number of shallow wells in seasonal valles that provided water to the village and nomads from 40km east west north radius .Depth of shallow wells at beer are between 20 to 24m. It has mini water system that let down by the three shallow wells which was abandoned at depth of 12m.
The current situation of the shallow wells: the water table had dramatically drown down due to the recent dry spells and other ecological factors that take place in valley that people in beer use to relay on for years.
2.1. GEEL-LOOKOR
Location:** Longitude (N) = 10° 8'23.84" Latitude (E) = 45°10'52.12" Elevation (m) = 576m.
Geel-lookor is a large village which comes under authority of Berbera with Saaxil Region, with a population of 250 house holders. The village is centrally located on the main road which connects the country's east and west regions, between the port city of Berbera and the district of Sheikh.
Livelihood:** The community is Urban type village which largely depends on trading with travellers and traders from the east & west which pass through village daily. Also the city servers as a market place for traditional animal traders also the village is a farming community growing fruit and vegetables for village consumption as well as selling to the local region.
Water source:** The main water source that services the village's needs is a borehole. This borehole is 55 meters deep and provides ample water but it is poorly covered and has no protection. . The Borehole is a vital water assets for the village and rural community. The Borehole is powered by a solar power.
3.0. Objectives of the Consultancy
The objective of the consultancy is find out a reliable water sources for communities in Beer and Geel Lookor settlements by conducting Hydro-geological/Geophysical Survey in pre-selected location.
4.0. SCOPE OF WORK
The Consultant is required to conduct a Hydro-geological/Geophysical Survey, the consultant is also required to collect the available secondary in desk review in information/data on existing boreholes, drill logs, reports and maps while primary data will be obtained by carrying out Hydro-geophysical measurements within the study area using the necessary hydro-geological surveying equipment, the new ABEM Terrameter SAS 1000, which distinguishes between clays and fresh water by use of Induced Polarization (IP) measurements is recommended for this assignment.
The outcome of the consultancy will be a detailed hydro-geological survey report giving details of the findings and recommendations.
The study also assessed the quantity and quality of groundwater and the shallow water resources within the selected area, in-order to locate a site for a borehole to produce acceptable quality and appreciable quantity of water with in the recommended distance of fetching water from source.
4.1. SURVEY APPROACHES REQUIRED

The hydro-geological/geophysical investigations will be carried out in a multi-step approach:
a) Desk study: Review of existing data, water resource trends of both of the sites Beer and Geel lookor topographical maps, satellite images, existing studies and borehole site investigations in the area, geological reports and maps (if available), borehole and surface water records, etc.
b) Hydro-geological fieldwork: Detailed reconnaissance survey of project area. (GPS co-ordinates/P-codes, water level measurements, condition of these boreholes, usage and performance where applicable) inspection of geological, geo-morphological and structural characteristics of the investigated area; verification of existing data and findings.
c) Geophysical measurements: resistivity profiling and vertical electrical soundings.
d) Analysis of hydro-geological/geophysical data.

ú Proposed drilling method, and its applicability
ú Environmental impact and protection
ú Proposed budget and design of well drilling
ú Conclusion and recommendations
Recommendations will be given on the most suitable site for borehole drilling, the required depth, water quality, design and installation details, and other relevant aspects. Based on the available hydro-geological and geophysical data, an assessment of the anticipated chances of success shall be made for each individual site.
The hydro-geological report will give a detailed map delineating the investigated area, geology, aquifer properties (where known), location of measurements, and recommended drilling site. In addition, pictures taken during the actual field activity shall be included in the report.
