Expression of Interest are invited for Household Survey for Pilot Safety Net Project in Chad.
The World Bank is preparing the implementation of the second phase of the Chad Safety Nets Program providing cash transfers and accompanying measures. A rigorous large-scale randomized study on productive measures has been incorporated as an integral part of the project, in response to interest in the region to understand the impact of productive measures on cash transfer beneficiaries.
The World Bank is seeking interested firms/consortiums to implement the baseline household survey. The selected Firm will report directly to the World Bank team throughout the data collection process, and will also work closely with the Project Implementation Unit.
The baseline survey sample size is estimated roughly at 18, 000 households, distributed between 2 regions, Bahr-el-Ghazal and Logone Occidental, and approximately 100 villages (the sample size is subject to change). The survey instrument and final list of villages and households to interview will be provided by the World Bank team.
The baseline survey, conducted with tablets, will contact the selected households and administer face-to-face interviews to the households head. The survey is tentatively planned to be implemented in October 2018.
Submission Requirements
The World Bank now invites eligible consultant firms to indicate their interest in providing the services. Interested consulting firms should provide information demonstrating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short listing criteria are: (i) running large household surveys, preferably in Chad, (ii) data quality management for data excellence, (iii) experience understanding the work requirements, including with electronic data collection and management, and (iv) experience and qualifications of project team members.
Interested consultants are hereby invited to submit expressions of interest.

Notes
Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Qualification Criteria
· 1. Provide information showing that they are qualified in the field of the assignment.
· 2. Provide information on the technical and managerial capabilities of the firm.
· 3. Provide information on their core business and years in business.
· 4. Provide information on the qualifications of key staff.

Shortlisted consultants will be invited to respond to a Request for Proposal. Contract awards will be made in accordance with the World Bank Group Procurement Policies and Procedures.
