Expression of Interest are invited for Household survey for Impact Evaluation of Irrigation Development in Malawi.

Under the new DBDM the Regional Integration Coordinating Department (RDRI) was established within the RDVP complex with the aim of providing strategic direction for the Integrate Africa work streams at the regional level while focusing on implementation at the sub-regional and national level through Regional and Country Strategy Papers to enable Regional Member Countries to realize enhanced outcomes.

1. The RDRI intends to procure the services of the expert on soft infrastructure development, to support the RDRI with developing special regional projects in line with regional integration agenda of the Bank for a period of 12 months on a full-time basis.

2. The services to be provided under the Assignment will include the following:

• Preparation of infrastructure projects focusing more on downstream activities which will include enabling environment (designing legislation and harmonisation of regulation, reforming policy and institutions, and building capacity and consensus to support development of regional projects), project definition which will include periodization of regional projects, conducting pre-feasibility studies and conducting financial modelling;

• Conduct initial project screening, interview potential project sponsors, assist in the appointment of Transaction Advisors and check accuracy of information provided and evaluate capacity of the parties to successfully implement the proposed project;

• Provide guidance to sponsors and make recommendations to improve the proposals, where needed;

• Assist in mainstreaming of regional integration agenda as well as regional value chains in the regional projects;

• Prepare and submit recommendations on regional infrastructure projects to the management of the RDRI and other Bank departments. Each recommendation should cover the proposed infrastructure activity and describe the strengths, weaknesses, opportunities and threats;

• Liaise with task managers, RICs and colleagues in RDRI for each application and coordinate their inputs into the RMC proposal;

• Contribute to the development of the Management Information Systems component that tracks and monitors progress on projects;

• Contribute to the development of infrastructure Methodologies;

• Monitor and report internally on the progress of each project supported by resources from RO; and

• Perform such other tasks assigned by the Manager RDRI as may become necessary.

3. RDRI invites Individual consultants to indicate their interest in providing the above-described services. Interested eligible consultants shall provide information about their qualifications and experience demonstrating their ability to provide these services (firm profile, documentation, references for similar services, experience in comparable assignments, etc.).

4. The eligibility criteria, the establishment of a shortlist and the selection procedure are in conformity with the Bank’s Rules and Procedure for the Use of Individual Consultants. Please, note that interest expressed by an Individual consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.

5. The expected starting date is 1st of March 2019.
