Expression of Interest are invited for Hiring of Company to Supervise the Construction Works of Photovoltaic Plants Located at the Headquarters of the Administrative Post of Madjedje, Sanga District, Niassa Province and Ngapa Administrative Post Headquarters, Mueda District, Cabo Delgado Province.

1. Background

As part of the Mozambican Government's efforts to increase access to electricity services in rural areas, FUNAE-Fundo de Energia intends to electrify the sites below, with resources for photovoltaic power plants of around 200kWp.

With this electrification it is intended to provide basic electric power services in order to improve its quality of life.

Photovoltaic power plants will power an isolated Low Voltage distribution network, through which all the planned and unplanned consumers will be connected, including public lighting.

This document provides a description of all work to be carried out with a view to electrification of these settlements, and includes detailed rules, characteristics, technical specifications of the equipment to be used and their drawings.

2. In order to strengthen supervision, control of works and ensure the quality of the work performed by the contractors to be selected, FUNAE intends to hire a consultant to supervise the Works, regarding the following elements:

• Compliance with standards and regulations;

• Infrastructures (Civil Construction, Photovoltaic Power Plant and Distribution Network); and

• Monitor technical and legal issues related to situations such as the validity of contracts and guarantees.

3. The locations for supervision of mini-plants are presented in the table below:

3.The criteria for the selection of managers are as follows:

• Possessing Mozambican nationality or being incorporated under Mozambican law for legal persons;

• Have proven experience in business management (preferably in the commercialization of fuels);

• To have the financial capacity to acquire the 1st batch of fuels (10, 000 liters of diesel, 10, 000 liters of gasoline and 5, 000 liters of illumination oil);

• To be able to provide a deposit of 45, 000.00 Mt at the time of submission of the application; and

• Be a resident or have commercial interests in the place where the PAC is built.

4. Applicants must submit the following documents:

• Letter addressed to the FUNAE PCA expressing interest in the management of the PAC;

• Photocopy of the Identity Card for a natural person, copy of the license for a legal person;

• Declaration issued by the Government of the district where the PAC is implemented proving knowledge of the application;

• Curriculum Vitae and other documents that prove experience in business management and / or fuel sales; and

• Deposit slip of the deposit of 45, 000.00 Mt (in account 51514858 titled in Millennium BIM on behalf of FUNAE).
