spond to the strategic challenges of the health sector, including for programs funded by the Global Fund, and to strengthen Niger's financial investment in its health system, France, through the IPSA initiative proposes to deploy a international expert of 12 months minimum.

The main objective of this mission is to support the Ministry of Public Health (MSP) to make the necessary changes to lead to an efficient and sustainable management of all the resources of the MSP and to create the conditions, in the long term, of 'sustainable integrated management of health programs. It will also support the Secretary General of the Ministry of Health in the search for complementary financing of the health budget through the preparation of the notes of arguments for pleas in budget discussions with both the Ministry of Finance Parliament.

Specifically and under the authority of the General Secretariat of the Ministry of Health, the expert will be responsible for:

• Strengthen the capacity of Ministry of Public Health teams in their role as Principal Recipient (TB / HSS) and Sub-Recipients (Malaria and HIV) of Global Fund grants.

• Support the programmatic strategy of the Ministry of Public Health in implementing integrated health program management

• Support the mobilization and management of domestic resources and contribute to the proposal of financing options complementary to the health budget by Nigerian funds.

• Support the coordination of national and international health actors and harmonize the contributions of technical and financial partners to the Ministry of Health.

Hierarchical position and functional relationships:

o The expert will be placed with the Secretary General of the Ministry of Health

o The expert will have a contractual relationship with Expertise France Paris (HR, reporting relationship / Annick Jeantet)

o The Expert will be in regular interface with the Embassy's Cultural Cooperation Cooperation Adviser (COCAC) team and the Regional Councilor for Global Health (CRSM) to report on the progress of the mission and of these challenges.

Qualifications and skills :

o Holds a university degree (postgraduate degree) in a field relevant to the mission: in organization and management of public administration, financial and administrative management, health economics or public health, business school or equivalent experience.
