Expression of Interest are invited for Harmonised Comparison of Electricity Tariffs in ECOWAS Member Countries.

1. The African Development Bank hereby invites consultancy firms to express their interest in the following assignment: “Harmonised Comparison of Electricity Tariffs in ECOWAS Member Countries”.

2. The Services to be provided under the Assignment include: (i) a study (through surveys and desktop research) on elements and underlying drivers of tariffs in ECOWAS member countries (ii) a comparative country-by-country assessment of tariff methodologies and tariff regimes of ECOWAS member countries (iv) an empirical country-by-country comparison of nominal and harmonized unbundled tariffs of the member countries including End-User-Tariff (v) development and publication of a harmonised comparative tariff study report for the ECOWAS region including recommendations to guide regional member countries in tariff determination and reforms where necessary (vi) development of a detailed methodology report and an excel based template and model for periodic data collection, analysis and update of the harmonised tariff comparison across countries in the ECOWAS region.

3. This assignment is being executed by ECOWAS Regional Electricity Regulatory Authority (ERERA) with support from AfDB and is intended to serve as a standard framework for annual assessment of the tariff landscape of the ECOWAS region.

4. The Energy Financial Solutions, Policy & Regulations Department now invites eligible consulting firms to express their interest in providing services in relation to the performance and completion of the Proposed Assignment. Interested firms must provide information indicating that they are qualified to perform the services (registration in the AfDB database of consulting firms, registration documents of the firm, brochures, detailed description of similar assignments, experience in similar conditions, availability of appropriate skills among staff relevant to the assignment, etc.). Consulting firms may constitute joint-ventures to enhance their chances of qualification.

5. Interested firms are expected to have a demonstrable track record of experience in Energy Policy and Regulatory related studies and assignments including regulatory governance, regulatory performance and regulatory impact assessments on the African continent or similar jurisdictions. Demonstrated Africa experience will be an added advantage.

6. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Bank’s “Rules and Procedures for the use of Consultants”. Please note that interest expressed by a consultancy firm does not imply any obligation on the part of the Bank to include the firm in the shortlist.

7. The duration of the Proposed Assignment shall be Six (6) months and the Commencement Date is anticipated to be December 3, 2018.
