KonzVgV), in which the focus is on: Procurement is based on the operation of a gigabit broadband network and the provision of broadband telecommunications services. The purpose of the service concession is to lease and operate a passive facility to be set up Gigabit broadband network in the expansion area. In this context, reference is made to the exception in Section 149 No. 8 GWB. ============================================================= The Hameln-Pyrmont district (hereinafter: "Concession grantor") intends to lease a subsidized passive gigabit broadband network to a telecommunications company (hereinafter: "concession holder" or "bidder") and to provide the concession holder with the operation of this gigabit broadband network. The concessionaire must use the gigabit broadband network for at least the minimum operating period of seven years stipulated by funding law, after the gigabit broadband network has been fully completed.
