Assignment Description

According to the World Health Organization, the current ratio of health centres in Guinea-Conakry is 3.5 per 10, 000 people and 0.3 hospital beds per 1, 000 people (2011), which is 4.2 times lower than the average ratio in sub-Saharan Africa. The country workforce density in terms of qualified physicians, nurses, dentists, midwifes, pharmacists, is less than 0.10 per 1, 000 people which is 2.3 times lower than the average trend in the region (0.23).

In light of the above, a leading mining company in the Western region of Guinea-Conakry has joined forces with IFC, to elaborate hatch out a plan comprising a list of project development activities that will result into the establishment of a private greenfield hospital in Boke.

A summary of key tasks as part of the assignment to result in a full market assessment is as follows:
a) Activity A Demand assessment: Detailed market assessment to determine demand for health services from the mining community and a segment of the local population in Boke and the capital city). Identify key service demand requirements through dialogue with relevant stakeholders and through data analysis. . The assessment will need to evaluate current and future medical needs, in order to craft the strategy for the proposed new private hospital in Boke.

b) Activity B Risk analysis: An assessment of core risks for a project of this nature and how they might be mitigated. For example, Access to health professionals and how different models/routes for sourcing qualified and trained medical professionals could be implemented.

c) Activity C: Assessment of the competitive landscape in terms of clinical services offering, pricing (including peers comparative analysis, especially when it comes beds capacity/occupancy) and affordability level for different segment of the population.

d) Activity D: Assessment of the legal and regulatory framework of the healthcare sector and potential government incentives the Project may benefit from.

The expected outputs of this assignment will be:
1. A full market assessment study for the hospital.
2. Provide a comprehensive risk assessment for the project proposed.
3. Provide a detailed proposal for the most appropriate sourcing models for qualified medical professionals

Qualification Criteria

· 1. 1. Provide information on the core business of the Consulting Firm, its team and its experience *

· 2. 2. Provide information showing the Firms relevant track record for this type of assignment as well as information on the qualifications of key staff who will be involved in the assignment *

· 3. 3. Provide information on the technical capabilities of the Firm to conduct specific industry assessments and to elaborate Business Plans; and provide examples of similar assignments completed in the last 10 years *

· 4. 4. Provide information on demonstrated knowledge of the local market and experience in assessing greenfield hospital projects in Africa *

· 5. 5. Provide demonstrable knowledge on the local economic and political environment including national health policies and National Social Security Fund in Guinea-Conakry*

· 6. * - Mandatory Shortlisted consultants will be invited to respond to a Request for Proposal. Contract awards will be made in accordance with the World Bank Group Procurement Policies and Procedures.
