To support the Government of Guinea, the World Bank is seeking afirm to carry out data collection for the Global Education Policy Dashboard(GEPD), an initiative to measure the quality of education servicedelivery, policies, and system capacity. The firm will be responsible forimplementing a nationally-representative survey across approximately 200 publicand private primary and lower secondary schools, and conducting 200 interviewswith education officials across central, regional, and prefectural levels. Theresults will inform education policy reforms in Guinea and feed into globalcomparative learning metrics developed by the World Bank.Data collection will consist of: (i) a School Survey coveringeight modules, including school and teacher assessments, classroomobservations, and student testing; and (ii) a Survey of Public Officials thatcaptures bureaucratic capacity and institutional constraints. All classroomobservations will be video-recorded and scored using the TEACH protocol. Datawill be collected using the World Bank-s Survey Solutions platform and must becleaned, quality-checked, and submitted in a structured, interoperable format.The selected firm will also be responsible for recruiting and training fieldteams, managing logistics and field protocols, and preparing a detailed finalimplementation report.The firm will work in close coordination with the World Bank andthe Ministry of Pre-University Education and Literacy (MEPU-A). Preparation forthe assignment is expected to begin in late 2025, with data collection startingin early 2026 and the majority of fieldwork completed before the end of February 2026.
