Tender Details

Guinea's health systemdepends on a complex supply chain for health products, which is crucial for thesuccess of public health programs. However, the landscape is fragmented, withmultiple vertical supply chains operating independently across different programsand structures. This fragmentation causes gaps in coordination, datamanagement, interoperability, and digitization, ultimately limiting logisticalvisibility and effective decision-making throughout the system. In response to thesechallenges, the Republic of Guinea has taken significant steps since 2015 tostrengthen its health system, focusing on supply chain improvements. Withsupport from the SIAPS project, the country conducted an assessment andsubsequently established its first Logistics Management Information System(LMIS). The LMIS was designed to enhance the availability, traceability, andmanagement of essential medicines by providing reliable and timely data forinformed decisions at all levels, from central administration to servicedelivery points.Despite the progressmade with the LMIS, no mid-term evaluation has been performed since its launch, making it necessary to assess its effectiveness after nearly nine years ofoperation. Recognizing the need for integration and optimization of supply chaindata systems across key stakeholders, the Ministry of Health and PublicHygiene, with the World Bank and other partners, is initiating a comprehensivereview. This assessment aims to identify strengths, weaknesses, opportunities, and threats, and develop actionable recommendations to reinforce Guinea-ssupply chain information systems.
