Tenders are invited for Global Project Management Mission for the Transgabonais Project.
The Gabonese State has received funding from the French Development Agency ("AFD") intended to finance the upgrading of the Transgabonais railway and intends to use part of the amount thereof to make payments under the Transgabonais infrastructure rehabilitation project.
SETRAG, in its capacity as Delegated Contracting Authority of the Gabonese State, wishes to hire a multidisciplinary consultant and the services of the Candidate will have as their object:
1- To carry out expert missions on:
* the earth and hydraulic structures of the Transgabonais railway;
* the piers and abutments of the Transgabonais railway bridges and the banks;
which will lead to recommendations for solutions and the drafting of technical specifications for the work to be carried out for the repair of the works;
2- To assist the Project Owner throughout the tender procedure for the work resulting from the above expert missions.
3- To supervise the works of:
* Rehabilitation of works of art;
* Rehabilitation of earthworks;
* Rehabilitation of hydraulic works;
* Protection of piers, abutments and banks;
* Upgrading of the superstructure (consolidation of unstable areas);
* Security and automation of 28 level crossings.
SETRAG invites Applicants to express their interest in providing the Services described above.

The eligibility criteria for AFD financing are specified in Article 1.3 of the "Directives for the award of contracts financed by AFD in the Foreign States ", available online on the AFD website: http://www.afd.fr.
Applicants can only submit one application in their own name or in a Group. If a Candidate (including the member of a Grouping) submits or participates in several candidatures, these will be eliminated. However, the same Subcontractor may participate in several applications.
If the Candidate is formed into a Grouping, the Expression of Interest must include:
* a copy of the Grouping agreement concluded by all of its members,
or
* a letter of intent to form a Grouping, signed by all its members and accompanied by a copy of the proposed Grouping agreement.
In the absence of this document, the other members will be considered as Subcontractors.
The references and qualifications of Subcontractors are not taken into account in the evaluation of applications.
Interested Applicants must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have references to recent and similar services.
The similarity of the references will be analyzed according to:
* The size of the markets;
* The nature of the Services (Technical study, support for procurement, site supervision on railway infrastructure);
* The domain and technical expertise of railway works;
* The geographic context of the Transgabonais rail network.
The Customer will also examine the relevance of the Expressions of Interest with regard to the criteria of existence of quality local partners.
An application which does not meet any of these requirements will be rejected.
SETRAG will draw up a shortlist of six (6) Maximum Applicants, preselected on the basis of the applications received, to which it will send the Request for Proposals for the performance of the Services required.
The duration of the mission is estimated at 08 expert-months / 51 months.
The consultant`s interventions will be made in all seasons and according to the schedule jointly established with SETRAG.
The mission will take place across the entire SETRAG network (from Owendo to Franceville in Gabon)
The Expressions of Interest must be deposited at the address below, at the latest on March 06, 2020 at 3:00 p.m. local time in Libreville and clearly state the words RECRUITMENT OF A CONSULTANT FOR THE MISSION OF GLOBAL CONTRACTOR FOR THE TRANSGABONESE PROJECT.
