Request for proposals are invited for Global Consultancy Services for Refurbishment of the State House (Phase Ii)

Scope of Services
The Consulting Mechanical Engineer shall liaise with the Client/representatives of the State
House in order to address all the issues and specific requirements that may be raised by the
latter with respect to the under mentioned services. The Consulting Mechanical Engineer shall
be subsequently fully responsible for the inspections, surveys, upgrading, design,
specifications, drawings, tender document, supervision, testing and commissioning of the
mechanical services including but not limited to the following:
• Cold and hot water reticulation
• Hot water production and distribution system
• Waste and sewer
• Fire fighting system
• LP gas installation
• Maintenance of Services

Proposals must be submitted online on the eProcurement System at latest by Wednesday 26 May 2021 up to 12.59hrs (Local Time).

Consultants who have submitted proposals online by the closing date and time shall decrypt and re-encrypt their proposals as from Wednesday 26 May 2021 from 14.00hrs till Friday 28 May 2021 up to 12.59hrs.

Proposals received will be opened online in the presence of the Consultants- representatives who choose to attend at the address given hereunder on Friday 28 May 2021 up to 16.00hrs.

Bid Opening:
The authorized Officer of the Public Body shall first open the online envelopes submitted by the Suppliers in the presence of the Suppliers or their authorised representatives who choose to be present in the order of opening. This process will be done online.
He will match the Bid Seal (Hash) of each envelope with the hash submitted by the Suppliers during the Bid Preparation and Hash Submission stage. In the event of a mismatch, the Bid Data in question shall be liable for a due process of verification. After matching the Bid Seals, the Official will also match the Super Hash generated during opening of the Bids along with the Super Hash value generated during the Bid Closing stage. In the event of a mismatch, the process shall be liable for verification
