Kingdom of Lesotho GENERAL PROCUREMENTNOTICE COUNTRY : Kingdom of LesothoPROJECT :Second Private Sector Competitiveness and Economic Diversification ProjectSECTOR :Private Sector DevelopmentCREDITNo. :IDA53090PROJECT ID No. : P144933 The Kingdom of Lesotho has received financing in the amount of US$ 13.1million equivalent from the World Bank, and intends toapply part of the proceeds to payment of goods, works, related services andconsulting services to be procured under this project.
The project includes the followingcomponents: Component 1: Improving BusinessEnvironment(US$ 3.16 million) Project activities under thiscomponentsupport policy measures intended to facilitate business entry and greateraccess to finance through two sub-component: i) Business regulation, trade and industrial licensing and constructionpermit reform; and ii) Improving access to finance. Consultancies to be procuredunder thiscomponent include: Drafting of BusinessRegulation andIndustrial Licensing laws and regulations; Review and modernizing of the ConstructionPermit Administration Processes;Technical Advisor to MCC for ConstructionPermit Administration ProcessesDesign and development of SecuredTransactions and Collateral registry;Creation of Electronic Credit InformationBureau;Review of LawsGoverning Insolvency andLiquidation and identification of the main administrative bottlenecks; Technical Assistance to Central Bank ofLesotho to support the financial leasing regime;Technical Assistance to Central Bank fordesign and development of Collateral Registry and establishment of CreditBureau Goods to be procured under thecomponent comprisethe following: Hardware and software (forcreation of automated workflow) which will be procured under the nationalcompetitive bidding (NCB); Hardware and software for online E-Licensingportal which will be procured under the National Competitive Bidding (NCB)process; and.Supply, delivery, installation andconfiguration of Management Information System for LNDC (NCB) Non-Consulting Servicesunder the component are as follows: Printing and publishing laws andregulationsDigitization of constructionpermits archivesOperation and maintenance ofinstalled IT systemsCapacity Building to relevantstakeholders under this component Component2: Supporting Economic Diversification(US$ 7.45 million). Activities under Component twowill assistthe Government of Lesotho to: i) attract foreign investments into a diversifiedset of sectors; ii) facilitate linkages to the local economy; iii) increase thecompetitiveness of the tourism sector; iv) facilitate the production of tree crops and develop competitive horticulturevalue chain that can be a sourceof growth and employment creation; and v) support domestic SMEs by providingaccess to business development services to improve their productivityand increasingtheir access to new markets. Consultancy Services to beprocured underthis component are: Pre-Feasibility Study for the PilotCommercialisation of Industrial sites in LesothoIn-depth feasibility analysis and an implementationplan for the selected siteFull time Advisor for LNDCTechnical Assistance to support designing andimplementing targeted programs that would facilitate linkages betweenforeigninvestors and domestic SMEs;Roll-Out of Tourism Satellite AccountFacilitation of Roll-Out of Star Grading SystemUndertake surveys forTourism Sector Employment andHousehold survey for Domestic TourismFeasibility Analysis of a PPP for the TourismInformation CentreHandcrafts and Tourism Sector Development SupportSpecialistDevelopment of architectural plans for handcraftsmarket place and Tourism Information CentreReview and revise the Business Plan for horticulturePilot Projects to Transform them into Training and Demonstration CentresTechnical Assistance to horticulture Pilot Farmsand Roll-Out sitesEngage a marketing and distribution consultant forthe horticulture sub-component.Engage a Global G.A.P. certification consultantsfor the horticulture sub-componentEngage a Horticulture Infrastructure Technician Engage Business Development Consultant for thehorticulture sub-component. Goods to be procured include (i)treeseedlings and (ii) fencing equipment which will be procured under shoppingprocurement method; and (iii) goods for the commercial orchard which willinclude amongst others irrigation equipment, netting tractors and implements willbe procured through shopping and national competitive bidding (NCB) methods. Procurements for works willincludeconstruction of the Tourism Information Centre as well as land preparation forhorticulture roll-out sites. Component3: Project Implementation Support (US$2.04 million) This component supportsimplementation costsof the PSC Project II by supporting the Project Management Unit (PMU)and theLEAP Business Advisory Unit.
The following are consultanciesunder thecomponent:Financial Management Systemand ProcurementSystem. Goodsto be procured under this component include vehicles for the PMU. Procurement of contracts financed bythe World Bank willbe conducted through the procedures as specified in the World Bank''s Guidelines: Procurementunder IBRD Loans and IDA Credits(revised January 2011), and is open toall eligible bidders asdefined in theguidelines. Consulting services will be selected in accordance with the WorldBank''s Guidelines: Selectionand Employment of Consultants by World Bank Borrowers (Revised 2011).
