GENDER EQUALITY AND DISABILITY SENSITIZATION AND FACILITATE FORMATION OF PEER SUPPORT GROUPS FOR FAMILIES WITH CHILDREN WITH DISABILITIES IN ONE PROJECT TARGET AREAS IN HARGEISA

1. Introduction

Youth Volunteers for Development and Environment Conservation (YOVENCO) was founded on 10th March 2001. YOVENCO is non-­?governmental, non-­?profit making and non-­?political organization with headquarters in Berbera and sub-­?offices in Hargeisa, Burao & Borama. YOVENCO has been working as a voluntary with its community in the social livelihood development, health improvement, Child protection, youth empowerment as well as the conservation of the environment. YOVENCO is a legally registered NGO by the Sahil region Attorney General, Ministry of Youth, Sports & Tourism and the Ministry of National Planning and Development.

Violence against children in Somaliland is prevalent and girls and boysare exposed to many risks. 95% of children experience different forms of violence (sexual, physical, and psychosocial) both at home, in schools and in other government and private institutions. 78% of children aged 2-­?14 years, experience violent disciplining, which includes both psychological aggression and physical punishment. 36% of children (aged 5-­?14) in Somaliland are engaged in harmful work and 95 % of girls undergo some form of female genital mutilation/cutting (FGM/C). Approximately 11 % of children in Somaliland are orphans with over two-­?thirds having lost a father. About 1 % of Somali children are ‘double orphans’ but the incidence of children living in households without a biological parent has been rising over recent decades.

In addition, the Somaliland CRSA 2010 confirmed that many children continue to experience discrimination as a consequence of their disability and their HIV status. The study confirmed that children with disabilities that constitute 10% or more of the child population do not enjoy their rights. The study further noted that, in many aspects of life and in regard ot public services children with disabilities do not enjoy the same rights as fully abled children. Environmental issues, for example access to public buildings, schools, navigable footpaths, lack of appropriate play space, are accompanied by bullying and stigma, “name calling” and bad perceptions and attitudes. Anecdotally children are reported as kept hidden and out of sight. They are invisible, sometimes locked up. It was noted traffic accidents, and the protracted conflicts remain a significant cause of disability for children across Somalia/Somaliland.

YOVENCO in partnership with Save the Children is implementing The Ilaalinta Caruurta project. The Ilaalinta Caruurta project presents to introduce disability as an issue in this project. First, it provides sensitization to staff and partners to enhance the staff to understand how people with disability experience and feel in a world that is full of obstacles for them and makes demands of them without considering their differences and individuality.

Secondly, it provides parents/ caregivers caring for a child with a disability a platform for peer support, experience sharing and capacity building through counseling, psychosocial support and information sharing.

In view of this, YOVENCO with support from Save the Children is planning to conduct staff sensitization workshop and how to establish and strengthen parent peer-­?to peer support group.

2. The project

The Ilaa Linta Caruurta (Children Protected in Families and Communities) – project builds on the “Strengthening Child Protection Systems for a Safe & Protective Environment for Children in Somaliland”

– project, which was implemented in Hargeisa, Boroma and Berbera from 2014-­?2016. An external evaluation was carried out in the end of 2016 with lessons learntand recommendations to be addressed during implementation of the current project.

The Ilaa Linta Caruurta – project (2017-­?2021) aims to protect the most vulnerable and marginalized children, including children with disabilities, in Somaliland from multiple child protection risks and harms by building a child protection system which will be truly owned by the communities but will also have a strong link to relevant national laws and policies e.g. the Child Rights Act, the National Plan of Action for Children, the Child Protection Policy and the Alternative Care Policy, and the formal structures envisaged by these normative frameworks.

Project Goal: The protection rights of children realized in Somaliland

Outcome: Improved protection of children from abuse, exploitation, violence and neglect in the project target areas through strengthened child protection system

Expected outputs:

Output 1: Child protection coordination mechanisms in place and functional

Output 2: Enhanced capacity of child protection service providers to respond to child protection concerns

Output 3: Increased awareness on child protection among target communities

Output 4: Improved implementation of child protection laws and policies

Output 5: Children in targeted households receive better family based care and support

Output 6: Enhanced participation of children to protect themselves from violence, abuse, exploitation

Under output 2, one of the activities is to conduct the service provider capacity assessment for child protection service providers on child, gender and disability (CGD) sensitive service provision.

3. Purpose of the sensitization and facilitate formation of peer support groups for families with children

The purpose of the sensitization workshop is to increase knowledge about disability-­?related issues and behavioral changes with respect to those with a disability and design an appropriate capacity development plan in areas identified. The CP service providers will therefore use indicators of child, gender and disability service provision as a measure of progress. This action will henceforth improve the quality of service delivering and programming in the child protection thematicarea that will enable save the children to reach to every last child.

Specific objectives will include;

Conduct sensitization workshop on gender and disability service provision for SC and partner staff, relevant line ministries and child protection service providers
To educate the participants on the abilities and competencies of PwDs.
To raise awareness among the participants about Disability.
To bring shift in the mindset/attitude towards the PwD as a valuable resource for the organization.
To help the participants identify roles that people with different disability can work in their various functions.
To enhance participants’ knowledge of what parents’ of CWDs support groups are and how to establish and strengthen these support groups.
To equip the participants with the tools and techniques for to provide emotional support, experience sharing and helping each other for parents of children with disabilities.
Expected Key Deliverables

§ Train 35 staff on disability and how to establish and work with parents’ of children with disabilities (CWDs).
§ Training report.
4. Target audence

The participants of the workshop will be SCI and partner staff including intern social workers, members from key child protection service providers and relevant line ministries.

Time frame

The training is expected to conduct from Sunday, 2nd – 4th September 2018. The first day will be sensitization of gender equality and disability sensitisation to gauge participant’s level on understanding on disability.

Submission of Proposals

Proposals must be received by COB Friday 31st August 2018 and interested service provider should submit a detailed proposal including itemized cost of professional service.
