Tenders are invited for Gender Consultant - Conduct a Gender Review of UNHCR'S CBM Programme.
1. General Background
The Western Sahara operation is one of the oldest UNHCR programmes, dating back to 1975, with one of the most protracted refugee caseloads. Since 2002, UNHCR’s Western Sahara Operation has focused on ‘Confidence Building Measures’ (CBM). In the past, a key aspect of CBM was family visits, however these were ceased in 2014 and as of late 2017 the focus of the CBM programme has shifted towards promoting the preservation of Sahrawi culture and identity. However, despite an ongoing presence of UNHCR in Western Sahara, an analysis of CBM’s gender impact has never been undertaken. Thus in order for UNHCR to develop implement gender sensitive activities in accordance with UNHCR’s mandate, it is imperative that UNHCR undertake a gender evaluation. This would help to ensure that both current and future CBM programme activities do not unintentionally perpetuate gender inequality by overlooking the different experiences of women, men, boys and girls.
2. Purpose and Scope of Assignment
Under the direct supervision of the Head of Operations, the Individual Contractor will undertake the following tasks over the course of a three week period:
Identify and analyse key findings and capture lessons learned for all stakeholders of the 2004-2014 CBM family visits programme;
Elaborate gender-focused recommendations regarding immediate decisions, actions and next steps to strengthen CBM programming moving forward;
Inform future thinking for gender equality mainstreaming actions in the context of CBM family visits programme roll-out, quality and impact; and
Consider the gender dimensions of current activities that promote Sahrawi culture, and future activities under consideration by the Western Sahara Liaison Office.
3. Monitoring and Progress Controls
a) Inception phase, including the development of a work plan (1-2 days)
b) Data collection phase (days 3-6)
c) Data analysis phase (days 7-9)
d) Learning phase (days 10-12)
e) Evaluation report phase, where a draft of the final evaluation report is to be delivered to the Head of Operations (days 13-17)
f) Presentation of key findings outlined in the report to UNHCR CBM staff (day 18)
4. Payment
The total cost will be USD 8, 423.55.
