Tenders are invited for Gambia: Development of Pilot Public Investment Pipeline
The Government of The Gambia (GOTG) is undertaking an ambitious public investment management (PIM)reform with an aim to enhance efficiency of its expenditure management function. In March 2020, the Gambia Strategy Review Board (GSRB) was created as a decision-making body mandated to appraise and endorse new externally financed projects but its mandate was expanded to all projects, regardless of the funding source in July 2020. Project selection criteria was also adopted in August 2020 by the Ministry of Finance and Economic Affairs (MOFEA) in line with the recommendations of the 2019 IMF Public Investment Management Assessment report. In March 2021, Project Appraisal Guidelines (Guidelines) were adopted by MOFEA which are helping standardize methodologies to assess economic, financial, technical, environmental, and social impact analysis for all projects and facilitate the new project selection procedures.
The selection criteria call for screening by the GSRB to align project/programme with the National Development Plan (NDP) and as well as with the sectoral development strategies and priority action plans. The effective functioning of the GSRB will serve as a strong clearing house to review and appraise project/programme proposals to ensure their alignment with the NDP priorities and to avoid duplication and fragmentation of interventions. Directorate of Aid Coordination, (ACD-MOFEA) is mandated to carry out secretariat function for the GSRB and carry out technical analysis of the project/programme proposals from the MDAs.
