The LZN is responsible for the procurement of goods and services for the immediate Lower Saxony state administration (see § 2 of the operating instructions of the LZN). With the consent of its supervisory authority, the LZN can other tasks for public law needs within and outside of the Lower Saxony state administration as well as for private law companies in full ownership of the public sector (see § 3 operating instructions). In this responsibility, the order includes the conclusion of a framework agreement with a company (§ 21 VGV) about the Delivery of breath alcohol test devices and accessories. All police stations in the state of Lower Saxony including the Lower Saxony Islands, all offices of the judiciary in the state of Lower Saxony and all police stations in the Free State of Thuringia are entitled to access.
