REFOPLAN 2026: “Potential analysis for reducing packaging consumption” In order to identify potential for avoiding packaging, in-depth data collection on packaging volumes should be carried out. Based on this, a potential analysis in B2B and B2C area for different approaches. Substitutions of one packaging material for another should not be considered, but rather the reduction of packaging material by completely eliminating packaging on unnecessarily complex packaging, efficient packaging design and the use of reusable packaging. Hurdles such as technical filling heights must also be taken into account. Following this are taken into account existing regulations and the European legal framework to develop national measures that can meaningfully supplement the packaging avoidance measures specified by the EU Packaging Regulation in order to exploit the identified potential open up.
