Expression of Interest are invited for Firm Survey in Libya.
The prolonged political and security crisis and the COVID-19 pandemic have profoundly impacted the Libyan private sector. In addition, the ongoing economic and health crisis, the intensity of which is likely to vary across different regions in Libya, may also have a broader and more lasting impact in terms of damaged and destroyed infrastructure, financial sector, lost markets and networks in terms of customer, suppliers, production and distribution chains, and trade networks. At the same time, weakened governance and institutions due to conflict have led to a surge in black-market activities and illicit trade of gasoline, food, and other essential commodities, resulting in the generation and concentration of rents in different parts of the economy.
Against this backdrop, the WBG is seeking to recruit a highly qualified survey firm (henceforth, consultant) to survey approximately 600 Libyan businesses across different parts of Libya by telephone (or a combination of telephone and internet-based surveys) to assess the impact of the prolonged crisis and the COVID-19 pandemic on different aspects of firms operations (e.g., sales, jobs, export and import activities, market competition, cost and access to inputs and markets). The survey will be built on a recent survey of approximately 400 firms conducted in Libya in 2018. Therefore, the WBG would like to include as many firms as possible from this surveyed sample of 400 firms and additional firms. It is expected that the questionnaire will be approximately 30 minutes long and will involve quantitative questions on sales, production costs, jobs, and other firm performance indicators covering the last 3-5 years. The questionnaire developed by WBG will be shared with short-listed consultants at the RFP stage.
The assignment will begin at the beginning of August and must end by mid-October 2021 and will involve phone survey of approximately 600 firms, a final database, and a short policy note (approximately 6-8 pages) summarizing the key findings from the survey.
Interested firms are requested to submit well-articulated expression of interest not more than 10 pages (please note any material more than 10 pages will not be read or consider for shortlisting purpose) by the deadline articulating the following:
1. Experience in conducting phone/online surveys of companies, particularly in conflict situations relevant to the Libyan context.
2. Relevant survey experience of the consulting firm.
