Expression of Interest are invited for Financial -based Pilots for Host Communities and Refugees in Uganda.

The World Bank intends to finance the assignment/services below under a grant (TF0B5122) funded by the World Banks Trust Fund on Forced Displacement.

The firm hired under this assignment will be responsible for piloting activities in Uganda - specifically Nakivale and Rhino settlements to develop and improve approaches, methodologies and generate lessons learned on market-based approaches for creating economic opportunities and expanding access to financial services for refugees and host communities. The grant is funded by the Prospects partnership, a partnership funded through the Embassy of the Netherlands that targets employment and livelihoods outcomes for refugees and host communities through improved self-reliance and the creation of economic opportunities.

The key output for the activity is the development of pilot interventions that target micro, small and medium enterprises, youth and women. The proposed activities fall under the pillar on access to finance. Eligible bidders may select pilots based on their relevant experience, assessment of the feasibility to implement the pilot ideas and budget considerations. The pilots under consideration include: i) deepening digital financial services by supporting selected village savings and loans associations (VSLAs) and Savings and Credit Cooperatives to digitalize their services; ii) increasing the proximity of financial access points by training refugees women to become banking agents. The pilot locations are the areas that have been identified by the Embassy of the Netherlands in consultation with the Government of Uganda as part of the Prospects Partnership.

The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

Qualifications Criteria
1. Bidders must have prior experience implementing economic livelihoods interventions in refugee hosting areas, preferably in Uganda
2. The consultant/its team should already have a field presence in Uganda and be ready and able to perform duties requiring regular travel to Nakivale and Rhino settlements
3. Demonstrated technical and managerial capabilities to implement pilot activities, requiting coordination with humanitarian and development actors
4. Strong qualifications, expertise in the scope of the assignment, understanding of host and refugee populations, and private sector/financial sector background in market access, digital financial services, agri-business.
