Tenders are invited for Final Evaluation and Documentation of Good Practice of Somaliland Danish TV Collection Project.

The following attributes are requirements for the selection of the evaluation consultant:

? Postgraduate qualification (Masters or above) in Education or in a discipline relevant to this assignment with a minimum of 8 years experience.

? Experience in the evaluation of technical assistance project, preferably DANIDA-funded projects,

? Proven capacity in working across the levels of institutions from policy, to legislation and organizations and ability to assess institutional capacity and incentives;

? Excellent report writing skills

Relevance: The main focus will be on the appropriateness of the project’s concept and design to the overall situation of children in Somaliland (child investiment and TVET System, in particular)

? Extent to which the stated objectives correctly address the problems and real needs of the target groups (Vulnerable IDP households, parents, income generating beneficiareis, trainees, MOE, TVET centres, Entrepreneurs, Ministry of Employment Social Affairs and Family, Job centres and Employers, and finally the children of target communities/beneficiaries).

? Relevance of project design within the framework of MESAF.

Efficiency: The main focus will be on how well the project activities transferred the available resources into the intended results in terms of quantity, quality, and timeliness through sustainable and participatory processes. In particular:

? Whether similar results could have been achieved more or by other means at lower cost in the same time.

? Whether project activities were done right i.e. on time, in expected quantity and quality, and through participatory processes.

? General implementation and management of the project in terms of quantity, quality, and timeliness of inputs and activities, adherence to work-plans, action-plans, logical framework, and budgets.

? Adequacy of management arrangements as well as monitoring and evaluation, technical backstopping support given to the project by all parties concerned coordination and communication.

? Responsiveness of project management to changes in the environment in which the project operates;

? Co-operation among project partners and other key stakeholders in achieving project results.

Effectiveness: The main focus will be on extent to which the project achieved its stated results and purpose in a sustainable way. In particular;

? The progress made in achieving the results of the project at all levels.

The project Logical Framework will be used as the basis for analysis and assessment.

? Employability of the targeted beneficiaries is central towards the overall success of the Danish TV Collection Appeal. Specifically the evaluation should establish employment destinations/career paths of Danish TV project graduates, factors determining post-training, careers and performance in their different career destinations. In this regard it is expected that the evaluation will collect information/data on employment rate (formal, informal and self employment), graduates’ salaries/incomes, the duration of finding a job after training, job retention rates, career differences by gender, regional distribution, match between training and jobs taken up, perceptions and satisfaction levels of graduates and employers, economic and social empowerment and other relevant dynamics/variables (using tracaer study findings as desk review).

? Assess effectiveness of developed job readiness skill manual and its implementation by job centres and TVET providers and determine its contribution to graduate employability – referring the tracer study and interviewing employed graduates and career counselors.

? Comprehensively analyze factors affecting external efficiency and relevance of training provided by the IBTVET centers and determine factors inhibiting unemployed graduates.

? Review effectiveness of youth innovation and business hub

? Review and evaluate the effectiveness and relevance of the training from both the graduates and employers’ perspectives to assess whether trainees get the quality of training that matches job situations and standards

? Review the effectiveness of the child sensitivity knowledge and awareness sessions provided to the targeted parents interms of their attidude towards investing in the nutrition and wellbeing of the children

? Assess the performance and contribution of the income generating/seed grant to the lives of the vulnerable households in the target IDPs

? Assess the overall impact in which the activities i.e. trainings on good parentings, business had on the well being of children in lens of nutrition, parenting and education.

? Project’s management of risks taking in view of the stated risks and assumptions. Impact: The main focus will be on whether the project’s overall objectives have been achieved, specific changes that the project has brought about in the lives of target groups (IDPs, Parents, youth and children), and impacts realized or likely to be realized in relation to cross cutting issues such as gender and environmental sustainability. In particular;

? The achievements of the project against the original results (outcomes), outputs, and activities specified in the project log frame.0

? Level of positive or negative impact on the livelihoods fo the project target groups.

? Level of ownership of the project by the local authoritie and their commitment to support the project .

? Degree of support given by the MESAF in integrating the project objectives and goals into the National Somaliland Policies, and how well the project fits into national goals of youth employment in particular

Sustainability: The main focus will be on whether the outcomes and changes brought about by the project are likely to continue after the end of the project and whether they can be sustained at the sector level, and in each implementation region. In particular,

? Extent to which the MESAF, local entrepreneurs and other key stakeholders own the objectives and achievement of the project.

? Policy support available to the project from the Government of Somaliland and the MESAF in particular

? Institutional capacity of the MESAF and IBTVET centres to continue the project activities after the end of the project, including good will and financial and technical capacities.

? Extent which Youth Innovaiton Hub and parent groups is operational and continue offering child sensitivity and employment promotion packages to parents/youth respectively.

? Conduciveness of the socio-cultural factors to the continuity of the project activities

? Finally the evaluation result need to give SC a feedback on what went well, what didn’t go well and areas that need to be build on and those taht need to be changed.
