Expression of Interest are invited for Feasibility Study of a Project to Fight Against River Floods in Moundou.
1. The Ministry of Water and Sanitation has received funding from the French Development Agency (AFD), and intends to use it to make payments under the project against floods in Moundou. The project, with a duration of 4 years, aims to improve the living conditions of the population of Moundou, particularly to reduce flooding problems in the city. Three specific objectives are targeted:

- Improve the rainwater drainage system Moundou;

- To contribute to a sustainable and efficient management of rainwater drainage services by building the capacity of the City of Moundou;

- optimize the impact of the project on public health by raising awareness about 100 000 to hygiene and sanitation. 2. The mission of the consultant will be to carry out the feasibility study of a project to fight against river floods will allow i) to improve the drainage system of the city of Moundou through a series of strategic developments and knowledge hydraulic problem that knows the agglomeration of Moundou, ii) reduce the vulnerability of Moundou face the flood episodes and iii) strengthen the institutional actors in the management of flood risk. the mission will be composed of four sub-missions firm phase (1-4) and two conditional phase into sub-tasks (5 and 6): - Construction of a hydraulic study on improving knowledge of water issues facing Greater Moundou rain and concomitant flooding the Logone River (TF) - Construction of a Cost-Benefit Analysis (CBA) - Multiple criteria analysis (MCA) to analyze the economic feasibility of successful developments and propose reduction solutions the vulnerability of populations (TF) - definition of the project and proposed investments, retail and institutional components assembly (TF); - creation of an environmental and social study of the project (TF) - Supply and installation of metrological equipment: pluviographe 1 and 3 gauges (TC) - technical Management training Chadian the metrological tools implemented throughout the study (TC). 3. The Ministry of Water and Sanitation invites consultants to indicate their interest in providing the services described above. The eligibility criteria for an AFD funding are specified in Article 1.3 of the "Guidelines for the award of contracts financed by AFD in foreign states" document available on the AFD website (www .afd.fr). 4. Interested consultants must provide information indicating that they are qualified and experienced to perform this task; as such, they will justify that they have recent references to similar benefits in the mission: - Expression of Interest Letter, specifying the exact title of benefits and indicate the trade name and full address of the organization or the grouping; in the case of a group letter shall contain the name of the group leader; - Figures business and summaries of three financial statements (03) years (for each component group organizations) - Presentation of the body or group specifying, inter alia its similar experiences and a list of key competencies available in it for the services concerned; - Any other information for assessing the technical capacity of the organization and its experience in other countries SSA and / or in Chad - Experiences and relevant professional references for the requested service experts who form part of the Organization. 5. The relevance of the experiments will be analyzed according to: - The nature of the service: Feasibility study of a project to fight against river floods; - the technical area: urban hydrology and stormwater drainage plane manager or urban development more than 250 000 city; hydrologic and hydraulic modeling; Development engineering design of protection against floods; completion of ESIA. - From the geographical context: in the Client Area; The interest shown by a consultant implies no obligation to withhold on the short list. 6. The Ministry of Water and Sanitation will draw up a shortlist of up to 6 candidates shortlisted on the basis of the applications received which it will send the RFP dossier for achieving the required services. 7. Expressions of interest may be submitted by a consortium of several organizations if one organization would not meet its members the skills and experience required in each field. 8.
