Tenders are invited for Feasibility Study Project for the Construction of Gas Stations in Accordance with Modern International Standards and Techniques.

The Brega Oil Marketing Company announces the tender for a feasibility study project for the construction of gas stations according to the specifications and modern international technologies. The items of work are as follows:

Marketing feasibility study.
Technical feasibility study.
Feasibility study.
Social feasibility study.
Environmental feasibility study.
Project sensitivity analysis.
Methods of repayment of loans.
Writing feasibility study reports.
Study of previous experiences of Brega.
Study of modern technologies used in global stations.
Studying the use of modern electronic payment methods.
Study supporting services that reflect value added to stations.
Companies and advisory offices specialized in the field of consultancy studies and registered in the official bodies, which have established themselves in capacity and competence and have the desire to participate and submit their offers according to the following:

First: Rehabilitation file: -

1. Fill in the questionnaire at the site of brega brega.ly/lowertenders.xlsx () on the site and resend them by e-mail ( lowtenders@brega.ly ) in addition to attach a copy of the questionnaire with the qualification file of the company with the adoption of all pages.

2. Submission of a file including a request for a desire to participate in the tender to the Small Tender Committee and the registration documents in Libya (the Memorandum of Association - Statutes - Official copy of the Commercial Register or the Ministry of Planning in force - The valid activity license - Proof of registration in the Chamber of Commerce - Valid).

3. Presenting the financial position of the company for the last three years (2015-2016-2017) in Arabic and approved by legal references.

4. A letter of recommendation from your bank or office confirming the integrity of the company's banking operations.

5. Provide previous experience in similar work for the required field of work.

6. Provide a statement of the main company and its branches, telephone numbers, e-mail, e-mail and the company's website.





Second: Conditions for submitting bids:

1- The qualification file shall be placed in a separate and sealed envelope, in which the name and number of the tender shall be written (the qualification file only).

2. The offer shall be presented in four sealed and separate envelopes as follows:

(A ) - The first envelope contains :

? A commercial offer with an original price and a comprehensive picture of all business items, bill of quantities and unit prices provided that the total price is written in numbers and letters.

A letter in the name of the person authorized to negotiate and sign what is agreed technically and financially.

(C) - The third envelope contains:

Third: Important Notes :





Tender documents, which include the work area and the general conditions booklet for contracting with consultancy offices, technical specifications and quantities schedules, shall be withdrawn as of Thursday, 2018/08/02, against an amount of (300) three hundred JD irrevocable deposited with the main treasury of the General Department of Finance at Brega Oil Marketing Company by Airport Road behind Tripoli Oil Depot.
The bidder is obliged to authenticate each of the tender documents received by the bidder.
The validity of the offer shall be valid for a period of not less than (60) days from the date specified for receiving the offers, renewable.
In case the bidder withdraws his bid before the date of expiry of the envelopes or the failure of the bidder to complete the contracting procedures, Brega Oil Marketing Company has the right to confiscate the guarantee of participation without warning or recourse to the courts.
To Brega Oil Marketing Company without notice and without giving reasons the right to cancel the tender or to accept or reject any offer, even if the price is the lowest.
(5%) of the value of the final offer accepted within a period of not more than thirty days from the day following the date of notification of the tender award.
The offer submitted by your party shall be in Libyan Dinars and according to the conditions set forth in the general conditions of the contract submitted to you.
The approval of the general terms of reference for contracting with the consulting offices of Brega for the marketing of oil by the company participating in the tender means accepting all the conditions listed therein.
The offer will be excluded if you fail to comply with any of the conditions mentioned above.
The bids of the participants in the tender shall be received at the office of the Secretary of the Small Tenders Committee at its headquarters located in the city of Tripoli (Airport Road) in the building of the general administration of financial affairs of the company behind the Tripoli oil depot no later than 14:00 on Sunday, 2018/09/02.
The approval of the general tender conditions for the supply of Brega Oil Marketing Company by the company participating in the tender means accepting all the conditions listed therein.
