Government of The Gambia has received financing from the African Development Bank toward the cost of the Project Preparatory Facility for Gambia Agriculture Transformation Programme, and intends to apply part of the agreed amount for this Loan to payments under the contract for consulting Service for Feasibility Study on the Establishment of The Gambia Agribusiness Bank.

The services included under this assignment entails

• The demand and supply for Agricultural financing in Gambia in terms of: volumes; nature of financing and financial services needed (e.g. in terms of instruments, currency, tenor, etc.); target clientele (e.g. individuals, corporates, cooperatives, groups, etc.) target sectors and products needed

• The impact the existing macro-economic environment could have on the financial sustainability of the proposed Bank, nature and adequacy of market liquidity vis-a-vis financing requirements of financial institutions and ultimately target client/sectors in the economy e.g. in terms of volume, tenors, currency, cost, etc.

• Assess the overall quantum and quality of financial assets (loans) in general and disaggregated by sectors, geography and target clientele.

Assess the strengths and weakness of commercial banks and microfinance institutions in
providing agricultural finance in order to establish gaps and opportunities for an
Agribusiness bank.
• Assess the regulatory framework and requirements for banking and financial services in The
Gambia so as to advise the setting up.
• Assess the level of connectivity/synergy between agriculture related cooperatives and
similar institutions with banks and financial service providers.
Take inventory of and assess on-going government initiatives to strengthen the flow of sustainable
financing to the agricultural sector
The Ministry of Agriculture now invites eligible consultants to indicate their interest in providing
these services. Interested consultants must provide information indicating that they are qualified to
perform the services (brochures, description of similar assignments, experience in similar conditions,
availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to
enhance their chances of qualification. The Shortlisting Criteria are:

i) Information about firm’s capacity and number of years in offering services/business.

ii) At least 3 of international consulting experience in the areas of Agriculture Sector Policy development, strategic and Investment planning and Banking Policy Development

iii) Technical and managerial organisation of the firm and number of key staffs.

iv) Specific Experience in relation to a similar assignments.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “ Procurement Policy Framework for Bank Group Funded Operations” dated October 2015 which is available on the Bank’s website at http://www.afdb.org.
