Assignment Title: 1270778 - Feasibility study for the creation of "groupage" system in Togo

ASSIGNMENT DESCRIPTION
COVID-19 has restricted the movement of small traders who used to move around the country and the region for trade. In order to facilitate the continuation of trade for such small traders who do not have access to containers, the government of Togo and private sector associations are exploring to establish a system of grouping unaccompanied packages and send by trucks or buses. To assess the feasibility of such a system, a consultant will be hired to conduct a set of analysis, including legal and regulatory review, market assessment, technical and logistics study and financial analysis. The project will be implemented by a firm with a qualified team of professionals. The award is only open to a team that can demonstrate strong field presence in Togo and the ability to carry out the tasks in a timely manner despite the travel restrictions imposed by COVID-19. The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications.
Interested firms are hereby invited to submit expressions of interest.

NOTES
Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted.
