The Department of Geography of the University of Lome is a training and research unit of the Faculty of Arts and Humanities (FLSH), which since 2014 became the Faculty of Humanities and Society Sciences (FSHS) by decree No. 2014-212 / PR. It offers lectures in human geography, physical geography and tutorials. It is responsible for providing a good level of geographic culture and training in teaching and space management techniques.
The main objective pursued by this institution is the acquisition of a general knowledge base common to all geography students, in the field of physical geography (climatology, geomorphology, biogeography, etc.), human geography (geography of population, urban geography, rural geography) than in that of economic geography (transport geography, trade geography, fishing geography, tourism geography, etc.), planning and the environment (planning practice, local development, ...). Emphasis is placed on the mechanisms, dynamics, relationships and interactions between the components of geographic space.
The Department of Geography also aims to learn methods and tools of analysis such as: documentary research, reading of images and topographic maps, statistics, cartography, remote sensing, computer-assisted cartography, systems geographic information (GIS) etc.
At the end of the learning of the fundamentals of geography and the acquisition of methods and tools of spatial analysis, the learners have access to a research or professional master offering them opportunities of access to the labor market. This practical aspect of teaching, which gives undeniable professionalism to geography studies, is therefore a response to the demand of the labor market. The department in this same dynamic offers master classes on current issues, particularly in risk management, planning and environment.
All these lessons are supported by educational outings in order to offer students the opportunity to confront the realities on the ground.
In the field of Remote Sensing and GIS, the Department of Geography of the University of Lome has begun theoretical and practical courses, since the academic year 2002, based on the exploitation of free and licensed software (QGIS and Arc GIS ). Research carried out in the sub-region by geographers teachers devoted in part to mapping in projects such as the SDLAO, WAGP (West Africa Gas Pipeline Project), Desinventar, etc. allow them to have good practices in the field of geographical sciences.
In addition, the Department of Geography has trained numerous national service agents (the General Directorate of Mapping, the Agricultural Statistics Directorate, town halls, INSEED, etc.) on the international level (UNDP, World Bank, UNFPA)., etc.). He is currently involved in the creation program of the National Geographical Institute (IGN) which is in its phase of conducting organizational and functional studies and drawing up the statutes.
The Department of Geography counts about twenty teachers who supervise the students of the semesters 5, 6 and at master level; This is a considerable enough achievement in the field for solving problems in the areas of community management, land tenure, disaster risk, and so on.
Despite these strengths, there are weaknesses in capacity especially in equipment. Indeed, from 2002 to 2015 all training in GIS was theoretical. Even the donation of 10 second-hand computers in 2015 did not solve the problem and the department still suffers from a real lack of computer hardware adapted to geomatics. For example, the department has a single computer room, very small, with a lack of air conditioning and only a dozen computers very little functional for more than 350 learners per year. During training sessions, a computer is assigned to teams of three (3) students; This puts a lot of pressure on the machines, with the result that they run out of steam or run out quickly.
To enable the Department of Geography to better fulfill its missions in line with the national ambitions contained in the National Development Plan (PND), UNDP supports the realization of a feasibility study for the establishment and operationalization of a Laboratory of Applied Remote Sensing and Geoinformatics in the Geography Department of the University of Lome.
Space technologies are essential tools in the sustainable development issue. Remote sensing and Geoinformatics make a decisive contribution to various environmental, health, spatial planning, rational use of natural resources or prevention of natural disasters.
Geographic Information System (GIS) is a set of components for capturing, storing, manipulating and displaying geographic data for the purpose of valuing and exploiting them. It is an organized set of computer hardware, software, geographic data and personnel, designed effectively to capture, store, retrieve, update, query, analyze and display any form of geographically referenced information.
Given the increasingly varied and specific demands, digitization and networking of data, with the miniaturization of digital devices, geographic information becomes an indispensable instrument for research, decision-making and action.
Duties and Responsibilities
Objectives of the mission
The main objective of this study is to analyze the possibility of creating a Laboratory of Applied Remote Sensing and Geoinformatics (LTAG) at the Geography Department of the University of Lome.
The specific objectives of this mission are:
· To carry out a technical and institutional diagnosis for the improvement of the quality of the training in the Geography Department of the University of Lomé in the field of geomatics;
· Analyze the Strengths, Weaknesses, Assets and Threats (SWOT) of the Department of Geography to house a Geomatics laboratory;
· Identify the required skills (specialties and number) and staff for the Laboratory based on the results of the SWOT analysis in terms of the number and quality of existing skills;
· Propose equipment and equipment necessary for the operation of the laboratory and define their technical specifications;
· Propose the training modules to be offered and the resulting training diplomas.
· Develop the resource mobilization strategy, including a communication plan on the operation and research results of the Laboratory
Expected results of the mission
The main results below are expected from the mission:
· A report making the exhaustive diagnosis on the challenges, constraints and opportunities of the Department of Geography of the University of Lomé, in the field of remote sensing and Geoinformatics.
· A concrete proposal for the implementation of the LATG with a detailed description of all technical equipment and software to be acquired for the functionality of the Laboratory of Applied Remote Sensing and Geoinformatics.
· A proposal of plans and training modules, topics of research and development in geomatics to conduct for the animation of the Laboratory and the training of students.
Methodology and Mission of the Consultant
The mission will be carried out by a consultant mastering the problem of higher education and the conditions of setting up laboratories in geomatics, with a good knowledge of Geoinformatics
The consultant will be responsible for:
· To make a documentary review and to analyze the training offers in the department of geography and to identify gaps in the field of geomatics related to the missions of the department;
· Analyze the skills available in the Universities of Togo and in higher education training centers to identify the capacities to be mobilized on the spot and those needed to bring in from outside to ensure the proper functioning of the laboratory;
· Define the missions of the laboratory taking into account texts regulating higher education in Togo and the needs of national users;
· Propose the list of equipment and materials including computer, educational and other and define the technical specifications;
· To propose the indispensable software and the modalities of their acquisition for a formation of quality;
· Propose the training modules and the resulting diplomas;
· Propose the mechanism and procedures for accreditation of training diplomas at the laboratory level in relation to those in force at the University;
· Propose a resource mobilization strategy for the laboratory
· Propose a communication plan on the operation and the results obtained.
Obligations and Deliverables
The consultant will work under the supervision of the Head of Geography Department of the University of Lome and in collaboration with UNDP. Three deliverables are expected from the mission:
· One week after signing the contract, he will provide a start-up report.
· Five weeks after the beginning of the mission, it will have to submit the provisional report including: (i) A diagnosis of training offers at the Geography Department including the identification of gaps in the field of Geomatics; (ii) proposals for a legal framework, equipment and materials; (iii) the training modules and the communication plan; a resource mobilization strategy and a communication plan.
· After the validation of the provisional report, the consultant has one week to submit the final report taking into account the different observations

The duration of the mission is 30 days.
