Expression of Interest are invited for Consultancy Services for the Preparation of a Physical Development Plan for the Jinja-Kampala-Mpigi Regional Corridor.


The African Development Bank in cooperation with the Ministry of Lands, Housing and Urban Development intends to utilise grant funds from the Korea-Africa Economic Cooperation Trust Fund to contract Consultancy Services for the preparation of a Physical Development Plan for the Jinja-Kampala-Mpigi (JKM) Regional Corridor.

The objective of the Regional Development Plan is to promote sustainable economic and social development, and environmental management in Uganda’s primary economic activity corridor through the preparation of a comprehensive, integrated and inclusive Physical Development Plan to serve as a guiding framework for implementation of orderly, prioritised investment. More specific objectives of the Consultancy are to:

- Prepare a unifying Vision and development goal(s) for the JKM corridor;

- Identify and integrate existing and proposed planning and development initiatives, opportunities and constraints including physical, economic, social, environmental and institutional, within the corridor, and integrate with local, regional, national, and international initiatives and objectives;

- Prepare an integrated JKM Plan ensuring investments, which are consistent with, and in direct support of the 5-year National Development Plan, proposed 10-year Development Plan, Vision 2040, the National Physical Development Plan, and lower-level District and Municipal Local Government policies and plans.

The African Development Bank and the Ministry of Lands, Housing, and Urban Development invites eligible consultancy firmsto indicate their interest in providing these services. Interested firms must provide the following information indicating that they are qualified to perform the services by submitting:

- a company profile of services and experiences related to the Service to be provided;

- at least 3 with a maximum of 5 references with descriptions of similar assignments carried out in the last 5 years (not older than 2014);

- at least 3 with a maximum of 5 references demonstrating assignments in each of the following key areas: Urban Physical Planning, Land use Planning, City or Municipal Diagnostic Studies, Regional Economic Development Planning, and Developing Country/Africa experience;

- profile of experts that may be used in carrying out the assignment including Urban-Regional Planner; Architect; Environment Planner; Climate Change Specialist; Agriculture, Rural Development Specialist; Economic Development Specialist; Social Development specialist; Transportation/Urban Mobility Specialist; Municipal Infrastructure Engineer; and GIS/mapping specialist. Firms may constitute jointventures and are encouraged to partner with local firm(s) to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations, August 2015, which is available on the Bank’s website: www.afdb.org.
